Position: Technical Programme Manager (1)

Position reports to the Integrated Programme Director

Location: National Office

Purpose of the Position

To manage and provide technical leadership in the program design, implementation, coordination and monitoring of the Sustainable Enterprise and Economic Development (SEED) Technical Program (TP) for achieving improved ability for parents to provide well for the children to enhance safety and strong character.

Major Responsibilities

Program Development and Management

  • Develop and review the Resilience and Livelihood (RL) Technical Approach and SEED Technical Programme to achieve the WVZ National Office Strategy.
  • Set and enforce SEED technical Programme standards to be adhered to by implementing staff and partners for quality programming.
  • Develop, select and/or adopt tools, models and protocols to aid in program implementation by the program staff
  • Provide technical oversight to ensure program implementation is line with the National strategy and other relevant standards and policies.
  • Ensure SEED TP Budgets are properly managed for efficient and timely implementation of activities in the Area Programmes.

Grant Acquisition and Management

  • Ensure SEED Technical Programme is adequately funded to achieve Technical Programme outcomes.
  • Determine the needs of the primary focus areas and funding deficit in collaboration with the Area Programme Manager for focused Programmes intervention.
  • Work with the Grants Acquisition team to preposition, establish donor linkages, develop and market fundraising products (concept notes, proposals) in order to mobilise additional funding for the SEED technical Programme.
  • Manage all SEED TP related grants and PNSF projects to meet stakeholder’s requirements and project objectives.

Networking, Collaboration and Liaison

  • Lead in all SEED TP strategic networking with donors, government ministries, and other stakeholders at various levels in order to profile World Vision Zambia Limited work.
  • Collaborate with the Advocacy team to influence policy enactment and implementation related to SEED TP.
  • Represent WVZL in various key meetings at national level including Technical Working Group (TWG) for alignment to National priorities.

Programme Effectiveness and Quality Assurance

  • Lead SEED technical programme integrated research and learning initiatives for generation of lessons learnt and knowledge for enhanced program effectiveness.
  • Manage quality implementation and monitoring of all SEED technical programmes within scope, time and budget.
  • Produce a consolidated annual/semi-annual National Report for the SEED Technical Program for sharing with support officers, donors and other stakeholders
  • Support the documentation and dissemination of promising practices from WVZL operation areas for future programming.
  • Support the development of data repository for the SEED technical programme for better knowledge management and utilization

People Management

  • Support staff recruitment and orientation in order to attract and retain talent to deliver programmes interventions
  • Build capacity of technical staff through coaching and mentoring for increased/enhanced competency.
  • Manage performance of SEED technical programme staff for increased accountability
  • Support team and organisational learning to promote a culture of mutual respect amongst staff

Qualifications: Education/Knowledge/Technical Skills and Experience

  • Degree in Agriculture Sciences, Agribusiness, Enterprise development, Natural Resources with minimum of 7 years’ experience in the relevant field
  • Master’s Degree in Agriculture Sciences, Agribusiness, Enterprise development, Rural Development, Natural Resources or its equivalent is an added advantage with minimum 3 years’ experience
  • Experience in Program Management in a complex, international organisation preferably NGO context
  • Must have experience in value chain design and development processes, community financing mechanisms, and climate smart agriculture with an enterprise development lens.
  • Knowledge and understanding of World Vision operations would be an added advantage,
  • Experience in project design, implementation, monitoring and evaluation and report writing essential

Competencies/Attributes:

  • Must have excellent communications, interpersonal, analytical, decision making, conflict management, negotiation, networking, liaison and donor engagement skills
  • Ability to work in a cross-cultural environment, and must be a mature Christian.
  • Computer literate in Word, Excel, PowerPoint
  • Capacity to function well in a team and contribute effectively to team efforts.
  • Must be a committed Christian and inspire other, able to stand above denominational diversities and participate/lead in daily devotions and weekly Chapel services.
  • Perform other duties as required.

Working Environment / Conditions:

  • Office-based 60% : field 40%, Travel: international as required
