TERMS OF REFERENCE
Borehole sitting and Drilling,
1.0 Background
The World Wide Fund for Nature (WWF) is an independent conservation organization, with over 30 million followers and a global network active in nearly 100 countries. WWF’s mission is to stop the degradation of the Earth’s natural environment and to build a future in which humans live in harmony with nature by conserving the world’s biological diversity, ensuring that the use of renewable natural resources is sustainable, and promoting the reduction of pollution and wasteful consumption.
WWF Zambia working in Collaboration the Ministry of Water Development is working to restore the Magoye River system, as part of the interventions, we are looking to drill one borehole to support the community with water for domestic and livestock and irrigation of tree nurseries and gardens. Therefore, interested parties should submit proposals for borehole siting and drilling at the WWF Zambia project site in Magoye.
WWF Zambia now invites proposals to provide the following services:
2.0 Details

01 | 01 | The requirement is for the supply of borehole with ‘sweet’ water (i.e. Clean non-salty water) and suitable for human consumption and use. Siting cost should be included in the financial proposal. Please note – WWF Zambia will not bear the costs of sited dry boreholes. Each stage should clearly state the costs to be incurred;

a) Borehole Drilling and construction of borehole to a depth of 100 meters below ground level and a minimum depth of 80 meters. The Contractor shall be responsible for drilling, installation of casings, gravel packing, grouting, well development, pumping test and Water quality tests.
b) Drilling Methods The main drilling method will be mud rotary however in certain areas, DTH may be required. It is essential that the contractor is able to use a combination of drilling techniques and methods. The tenderer should clearly indicate what method/s are intended and ensure that the equipment, materials and personnel experience are clearly indicated including a detailed description of the methods offered. Details of logistical support such as spare parts carried, office equipment to be provided, and communications equipment so be used etc. must be provided. The Rig must have the necessary accessories including sufficient working casings and drill bits to drill through the various formations. If direct circulation rotary is used, the flushing medium should be air, water or stable foam. If, at any stage the use of mud is considered necessary only degradable high quality polymer will be acceptable, such a LiquiPol. Bentonite is not allowed under any circumstance as a drilling additive.
C) Borehole Sampling The driller will need to collect drill cuttings at 5m interval and laid out in rows of ten from left to right. A representative sample of every distinct horizon or change of rock type as directed by the on-site Employer’s representative, packed and stored in solid polythene bags and accurately labelled with the site name, borehole number, date and depth of sampling.
D) All PVC pipes must conform to the specifications detailed below.

3.0 Application Process
WWF Zambia will be considering quotations for borehole drilling. All quotations must be received by email address stated below no later than:

3.1 Instructions to bidding suppliers:
Language for RFQ: English
All prices should be quoted in ZMW
Suppliers should attach the following documents
- PACRA Certificate of Registration
- Valid ZRA Tax Clearance Certificate
- Valid trading license (s)
- Proposed methodology and approach in the provision of required services.
- Provide 3 written client references
- WARMA Certification
- EIZ registration
- NCC registration
Quotations will be rejected under the following:
- Incomplete submission
- Not meeting required specifications
- Request for quotes received after the closing date
Payment terms: 50% upon signing of the contract, and 50% upon completion and approval.
3.2 Evaluation criteria
Quotations shall be evaluated to determine the best value most technically accepted offer that meets WWF Zambia’s delivery schedule requirements:
- Completeness of submission and Compliance with specification/ technical requirements
- Estimated time of delivery
- Best value offered
- Discounts offered
3.3 Purchaser’s Right to Vary Requirements at Time of Award
WWF Zambia reserves the right at the time of making the award of the contract to increase or decrease the number of goods specified in the Request for Quotation without any change in unit price or other terms and conditions.
