TERMS OF REFERENCE

Borehole sitting and Drilling,

1.0 Background

The Worldwide Fund for Nature (WWF) is an independent conservation organization, with over 30 million followers and a global network active in nearly 100 countries. WWF’s mission is to stop the degradation of the Earth’s natural environment and to build a future in which humans live in harmony with nature by conserving the world’s biological diversity, ensuring that the use of renewable natural resources is sustainable, and promoting the reduction of pollution and wasteful consumption.

WWF Zambia Through the Kaza Arise Project, as part of the interventions, are looking to drill Nine (09) boreholes to support the community with water for domestic and livestock and irrigation of tree nurseries and gardens. Therefore, interested parties should submit proposals for borehole siting and drilling at the WWF Zambia project site as detailed in the table below.

The requirement is for the supply of borehole with ‘sweet’ water (i.e. Clean non-salty water) and suitable for human consumption and use. Siting cost should be included in the financial proposal. Please note – WWF Zambia will not bear the costs of sited dry boreholes. Each stage should clearly state the costs to be incurred.1.     For Mobilization and Demobilization, the following items should be specified:

  1. Type of machinery, equipment, and materials required at the site to be set up.
  2. The cost of transporting the borehole drilling machinery and equipment to and from the site is based on distance to and from the sites of drilling as detailed below coordinates provided:

1 – Kalobe: -16.49239, 2504442

2 – Chooma  Area  -16.91944, 25.92680

3. Hydrogeologist costs for siting should cover all costs involved including transport.

2.  Drilling, please specify the following items:

  1. The minimum depth should be 100 meters with the possibility of exceeding based on the geographical location.
  2. Please specify the following cost of materials.
  • PVC casing per meter,
  • screen,
  • gravel pack,
  • sanitary seal

Supply and Installation of Hand Indian Mark II Hand Pumps for each of the Boreholes drilled

a) Borehole Drilling and construction of borehole to a depth of 100 meters below ground level. The Contractor shall be responsible for drilling, installation of casings, gravel packing, grouting, well development, pumping test and Water quality tests. In the event of a dry borehole, the Driller will need to re-site at on cost as well as absorb the additional Mobilization cost.

b) All PVC pipes must conform to the specifications detailed below.

3.0 Application Process

WWF Zambia will be considering quotations for borehole drilling. All quotations must be received by email address stated below no later than:

  1. Date and time: 6th November  2024 at 5 pm

3.1 Instructions to bidding suppliers:

Language for RFQ: English

All prices should be quoted in ZMW

Suppliers should attach the following documents

  1. PACRA Certificate of Registration
  2. Valid ZRA Tax Clearance Certificate
  3. Valid trading license (s)
  4. Proposed methodology and approach in the provision of required services.
  5. Provide 3 written client references
  6. WARMA Certification
  7. EIZ registration
  8. NCC registration

Quotations will be rejected under the following:

  1. Incomplete submission
  2. Not meeting required specifications
  3. Request for quotes received after the closing date

Payment terms: 50% upon signing of the contract, and 50% upon completion and approval.

3.2 Evaluation criteria

Quotations shall be evaluated to determine the best value most technically accepted offer that meets WWF Zambia’s delivery schedule requirements:

  1. Completeness of submission and Compliance with specification/ technical requirements
  2. Estimated time of delivery
  3. Best value offered
  4. Discounts offered

3.3 Purchaser’s Right to Vary Requirements at Time of Award

WWF Zambia reserves the right at the time of making the award of the contract to increase or decrease the number of goods specified in the Request for Quotation without any change in unit price or other terms and conditions.
