1. Job Title: Chief Executive Officer (CEO)
Department/Unit: Healthcare Federation of Zambia (HFZ)
Location: Lusaka, Zambia
Duration: One year, with the possibility of renewal based on performance and availability of funds
Reports to: Governing Board – Healthcare Federation of Zambia (HFZ)
Background:
- Coalition Health Zambia (formerly John Snow Health Zambia Ltd) seeks to employ a Chief Executive Officer to be seconded to the Healthcare Federation of Zambia (HFZ).
- HFZ is a national umbrella body for the private health sector, registered by the Registrar of Societies, representing over 200 private hospitals, clinics, pharmacies, laboratories, and health product suppliers.
- HFZ was launched by the Minister of Health in 2023 and aims to strengthen the private sector’s involvement in healthcare, promoting collaborations between the public and private sectors.
- HFZ seeks to create a cohesive private healthcare sector that delivers services sustainably and equitably.
About the Role:
- The CEO is the primary link between the HFZ Governing Board and the Secretariat.
- The CEO will lead the Federation to achieve sustainable growth, operational efficiency, and enhanced stakeholder engagement to contribute significantly to Zambia’s health outcomes.
- The role is responsible for the strategic and operational leadership of the Secretariat.
Key Responsibilities (Key Result Areas):
- Strategic Leadership
- Provide technical support to the Governing Board to implement the Federation’s strategic plan.
- Ensure programs and resources (financial, human, infrastructure) are aligned with the strategic objectives.
- Establish and maintain a practical governance framework and ensure compliance with HFZ’s constitution and policies.
- Organizational Management
- Develop a cohesive, motivated, and high-performance management team.
- Oversee day-to-day operations of the Federation, ensuring efficient and effective management.
- Assign key responsibilities to staff to achieve organizational goals.
- Ensure high staff performance and continuous professional development.
- Stakeholder Engagement and Advocacy
- Develop strong relationships with national and local governments, development partners, and the private sector.
- Advocate for the Federation’s interests and the private health sector’s role in national health policies and initiatives.
- Business Development and Resource Mobilization
- Lead the development and implementation of resource mobilization strategies.
- Identify and secure funding opportunities, including grants, partnerships, and memberships.
- Oversee business development activities and strategic initiatives to ensure sustainable growth.
- Program Management
- Oversee the design, marketing, promotion, delivery, and quality of Federation programs and services.
- Ensure the effective implementation of programs that are aligned with the Federation’s strategic objectives.
- Coordinate and review donor reports, including financial and programmatic reports.
- Financial Management
- Develop and manage HFZ’s annual budget and ensure financial sustainability.
- Ensure sound financial management, including budgeting, spending projections, and financial reporting.
- Expand opportunities for increased efficiencies and cost-effectiveness.
- Compliance and Risk Management
- Ensure compliance with local laws, regulations, and donor requirements.
- Develop and implement risk management plans, including financial and operational controls.
- Board Administration and Support
- Be Secretary to the Board.
- Support the Board’s operations and administration by advising and informing Board members.
- Interact with the Board, HFZ members, and staff, ensuring clear communication and alignment.
- Human Resource Management
- Manage HFZ’s human resources following authorized personnel policies and procedures.
- Foster a positive organizational culture and ensure effective talent management.
- Community and Public Relations
- Ensure Federation’s vision, mission, and programs are consistently presented with a strong, positive image.
- Oversee the organization’s public relations, marketing, and communication strategies.
Qualifications:
- A minimum of an undergraduate Degree and a Master’s Degree in Public Health, Health Policy and Development, Business Administration, Strategic Management, Healthcare Management, Communications, Marketing, or Development Studies.
- Minimum of 8 years’ managerial experience.
- Proven experience in business management, financial management, and diverse business functions such as sales, marketing, human resources, and supply chain.
- Experience in public relations and communications is an advantage.
- Knowledge of corporate governance and general management best practices.
- Experience working with donors and development partners in health.
- Experience in new business development and implementing strategic visions.

2. Job Title: Finance & Operations Manager
Department/Unit: Healthcare Federation of Zambia (HFZ)
Location: Lusaka, Zambia

Reports to: Chief Executive Officer (CEO)
Background:
- Coalition Health Zambia seeks to employ a Finance & Operations Manager to be seconded to HFZ.
- HFZ is a national umbrella body for the private health sector, representing over 200 private hospitals, clinics, pharmacies, laboratories, and health product suppliers.
- The role ensures that HFZ operates smoothly and efficiently while maintaining financial health and leveraging technology to enhance organizational performance.
Key Responsibilities (Key Result Areas):
- Financial Management and Planning
- Develop and implement financial strategies to ensure the financial health of HFZ.
- Prepare and manage the annual budget in coordination with the CEO and Governing Board.
- Oversee financial planning, budgeting, forecasting, and reporting.
- Conduct financial analysis and provide strategic recommendations to the CEO.
- Prepare monthly management reports and quarterly financial reports to the Board of Directors and funders.
- Operations Management
- Develop and implement operational policies and procedures.
- Monitor and improve operational systems, processes, and best practices in line with HFZ policies.
- Ensure efficiency in the operations of Administration, procurement, and logistics.
- Manage relationships with vendors and service providers.
- Ensure a functional IT support system is in place to support the operations of HFZ.
- Administrative Support
- Prepare bids, grant applications, and proposals with the support of Federation committees.
- Provide administrative support to the CEO.
- Develop and implement administrative policies and procedures.
- Ensure compliance with organizational policies and regulatory requirements.
- Assist in developing and managing budgets.
- Fixed asset management.
- Human Resource Management
- Ensure compliance with labor laws and regulations.
- Develop and implement HR policies and procedures.
- Manage employee relations and provide support to staff.
- Coordinate recruitment, training, and development programs.
- Compliance and Risk Management
- Ensure compliance with financial regulations and standards.
- Manage financial and operational risks and implement mitigating internal controls.
- Ensure the organization functions with updated internal control policies.
- Spearhead the Internal and External Audits.
Qualifications:
- A minimum bachelor’s degree in Finance, Accounting, or a related field is required.
- A postgraduate qualification in Health Financing, Global Health Management, CA, ACCA, or CIMA is an added advantage.
- A paid-up member of the Zambia Institute of Chartered Accountants (ZICA).
Experience:
- Minimum of 5 years’ experience in finance, operations, and administrative management.
- Proven experience in financial management and budgeting.
- Resource mobilization through fundraising and grant proposals.
- Proven experience in the development of organizational policy and procedures.
- Strong understanding of operational and administrative processes.
- Experience in donor-funded financial reporting is a plus.

3. Job Title: Marketing Specialist
Department/Unit: Healthcare Federation of Zambia (HFZ)
Location: Lusaka, Zambia

Reports to: Finance and Operations Manager
Background:
- Coalition Health Zambia seeks to employ a Marketing Specialist to be seconded to HFZ.
- HFZ is a national umbrella body for the private health sector, representing over 200 private hospitals, clinics, pharmacies, laboratories, and health product suppliers.
- The Marketing Specialist will oversee all aspects of member engagement, marketing, and event planning for HFZ.
Key Responsibilities (Key Result Areas):
- Membership Management
- Recruit new members and maintain the membership database.
- Develop and implement strategies to attract and retain members.
- Communicate regularly with members to inform them about HFZ activities, benefits, and opportunities and provide necessary support and information.
- Coordinate membership drives and campaigns to increase membership.
- Address member inquiries and concerns promptly and effectively.
- Conduct regular surveys and feedback sessions to understand member needs and improve service delivery.
- Marketing and Communications
- Develop and execute marketing plans to promote HFZ’s initiatives, programs, and events.
- Manage HFZ’s brand identity and ensure consistent messaging across all platforms.
- Develop marketing and promotional materials.
- Create content for HFZ’s website, newsletters, social media, and other communication channels.
- Work with media partners to enhance HFZ’s visibility and public relations efforts.
- Monitor and analyze the effectiveness of marketing campaigns and adjust strategies as needed.
- Communicate with key stakeholders and partners to foster collaboration.
- Events Planning and Management
- Plan, organize, and manage HFZ’s events, including conferences, workshops, seminars, training sessions, and networking events, with support from Federation committees.
- Coordinate event logistics, including venue selection, catering, audio-visual setup, and transportation.
- Develop event programs and coordinate logistics for virtual and face-to-face meetings, including scheduling, preparing agendas, and taking minutes.
- Work with speakers, sponsors, and partners to ensure successful event execution.
- Evaluate event outcomes and provide recommendations for future improvements.
- Make necessary travel arrangements for events and meetings.
- Administrative Support
- Provide administrative support to the CEO and other senior staff as needed.
- Maintain accurate records of member information, event attendance, and marketing activities.
- Prepare monthly activity plans, reports, and presentations for internal and external stakeholders.
- Develop and manage budgets related to membership, marketing, and events.
- Manage and respond to phone and email inquiries promptly and appropriately.
- Prepare bids, grant applications, and proposals with the support of Federation committees.
- Additional Duties
- Support the design, marketing, promotion, and delivery of HFZ’s programs and services.
- Ensure the effective implementation of programs that are aligned with HFZ’s strategic objectives.
- Provide support in resource mobilization activities such as fundraising events.
- Assist in developing and implementing policies and procedures for HFZ operations.
- Perform other duties as directed and necessary for the role.
Qualifications:
- A minimum bachelor’s degree in marketing, communications, public relations, business administration, or a related field is required.
- A postgraduate diploma in public health, business administration, healthcare management, communications, marketing, or a related field will be an advantage.
- A member of the Zambia Institute of Marketing.
Experience:
- At least two years’ experience in business management, public health, healthcare, or marketing.
- Experience in public relations and communications is an advantage.
- Experience working with donors and development partners in health.
- Experience in new business development and implementing strategic visions.
