CLIMATE RESILIENT AGRICULTURE PROJECT

Position: Project Manager-Climate Resilient Agriculture Project
Job Type: Project Management
Location: The Salvation Army Territorial Headquarters Lusaka, Zambia
Reports to: Development Manager
Coordinates with: Project Team, Finance Team, Government of Zambia and Other NGOs/Partners.
Project Background:
The Salvation Army, an international movement operating in 134 countries. It is an Evangelical part of the universal Christian Church. The Salvation Army Zambia Territory has spearheaded community development projects that have included water, sanitation and hygiene (WASH), Primary Health Care, Emergencies and prevention and mitigation of early marriage interventions now proposes to implement a Climate Resilient Agriculture project in Gwembe and Sinazongwe Districts in Southern Province to respond to the effects of drought on household food security.
The objective of the project is to improve household food security and increase household income for 500 farmers over a period of three years (2025-2027). The project will focus on promotion of climate resilient crops, livelihood improvement through livestock rearing and savings mobilisations for small scale farmers. The project will be implemented in partnership with the Ministry of Agriculture through the Provincial and District Agriculture Offices.
Job Purpose
The function of the Climate Resilient Agriculture Project Manager position is to oversee the management and implementation of the said project, including performance monitoring of the project team. This is a full-time contract position for one year, renewable based on performance. The position is based at the Territorial Headquarters in Lusaka and will involve travel to rural areas approximately 40% of the time. The Project Manager will plan, organize and direct the project team to undertake project activities effectively and efficiently. He/she will explore partnership avenues and develop partnerships to achieve visibility of Salvation Army and contribute to the national agenda on climate change and food security as stipulated in national policies, plans and strategies. The Manager will ensure that he /she translates and implements the agriculture component in the Territorial Community Development Strategy. He/she will also monitor team performance, manage contracting processes for outsourced services and provide detailed reports for internal and external use. He/she will also support team members’ capacity building.

Specific Duties and Responsibilities:
- Manage the project implementation plan against project outcomes and outputs
- Explore, identify and engage local partners
- Work with the Projects Accountant to develop project budget projections and reports
- Ensure timely compilation and submission of Monthly, Quarterly and Annual Reports.
- Attend and report in Board Meetings.
- Assess performance of the M&E and Community Development Officer and Field Officers
- Draw key lessons and produce Stories of Change
- Supervise Contractors and certify their works
- Perform other duties as may be required within the scope of the project and as required by the Development Manager.
Knowledge and Skills
- Minimum bachelor’s degree in agriculture and animal Husbandry or related field
- Minimum 7 years’ experience in a senior position involving project management for community Development, preferably with an NGO or CBO
- Experience in development project management including water and sanitation initiatives
- Strong background in community mobilization and use of participatory techniques
- Strong financial management skills
- Knowledge of the Agricultural sector in Zambia is a must
- Knowledge of Rights Based Approaches in Agriculture
- Knowledge of food systems management and seed multiplication
- Excellent computer skills, including
- Advanced leadership, organizing, planning, team building and problem-solving skills.
- Fluency in written and verbal English language
