Western Water and Sewerage Company (WWSC) is a Commercial Water Utility Company engaged in the business of providing water supply and sanitation services to its customers in the Urban and Peri- Urban areas of Western Province of Zambia.

In a bid to enhance service delivery and customer service management, Western Water and Sewerage Company Limited being an equal opportunities employer, is inviting applications from suitably qualified candidate to fill the following vacant position:

i. Human Resource and Administration Manager to be based at Head Office in Mongu. – (1)

JOB PURPOSE:

To manage the human resource and administration functions of Western Water and Sewerage Company and develop and implement effective human resource strategies, policies, procedures and practices which support the achievement of the Company’s business objectives.

PROFESSIONAL QUALIFICATIONS:

i) The candidate should hold minimum qualification of a Degree in Human Resource Management/Public Administration or any social science.

ii) Must have Grade 12 full certificate.

PROFESSIONAL MEMBERSHIP

Paid up registered member of Zambia Institute of Human Resource Management.

MINIMUM RELEVANT JOB EXPERIENCE

Minimum of 5 years preferably in a Water Utility Company.

MAIN DUTIES AND RESPONSIBILITIES

i) Works closely with Senior and Line Managers in developing and implementing value adding human resource strategies, policies, practices and procedures (including recruitment, compensation, disciplinary, grievance and redundancy policies and procedures).

ii) Provides direction in the development and interpretation of the Company’s conditions of employment and service for all categories of staff as well as the rules and regulations governing the same.

iii) Co-ordinates, supervises all administrative activities related to the company’s communication systems, transport, security and cleaning services and attends to queries from user departments.

iv) Attends Management, and Tender Committee meetings, and contributes to company policy formulation.

v) Acts as Board Secretary of WWSC and ensures that minutes of all Directors’ meetings and meetings of any committees of the Board are properly recorded.

vi) Contributes to the achievement of WWSC’s business objectives by planning, and ensuring efficient and effective delivery and evaluation of training and development programmes, and provides advice on training and development aimed at improving the competence of Company staff.

vii) Implements and monitors a Performance Appraisal System that focuses on increasing the effectiveness of WWSC, by improving, recognizing and rewarding employee performance.

viii) Promotes a positive industrial relations atmosphere in the Company and deals with the union by communicating and negotiating with them on behalf of Management.

ix) Ensures that disciplinary cases and grievances are promptly and consistently processed and disposed off to uphold the principles of natural justice and impartiality.

x) Agrees, monitors and reviews performance of subordinates to ensure that they meet their performance objectives

xi) Performs any other duties as assigned by the Managing Director from time to time

v) Human resource planning skills

vi) Good knowledge of Zambian Labour laws

ENVIRONMENTAL AND OTHER FEATURES

i) Working Environment/Conditions: Normal office conditions

ii) Physical effort required when performing the job: Low physical effort required

iii) Mental effort applied when performing the job: Very high requiring tact, persuasion and analysis of issues.

CONTRACT PERIOD

The job of Human Resource and Administration Manager is a Five  (5) year fixed term contract renewable based on performance and personal conduct.
