Position: Finance Manager, WWF Zambia
Grade: B2
Reports to: Country Director, WWF Zambia
Supervises: All WWF Zambia Finance and Admin Staff
Location: Lusaka, Zambia

I. Mission of the Department: To ensure the highest standards in the management, reporting and accountability of WWF financial resources. Ensure work flows for effective financial services are provided efficiently to support the delivery of conservation impact in line with the country and global conservation strategies and WWF finance and administrative policies. Proactively timely guidance and training to All WWF Zambia staff on compliance on financial and administrative compliance

II. Major Functions

  • Provides support to the Country Director in the development, management and reporting against the annual and multiyear country office budget
  • Supervises and coordinates the development and implementation of financial policies, procedures, and systems for all financial support services in WWF Zambia, including accounting, contracting, financial reporting, auditing, IT systems, budgeting, internal controls, and adherence to guidelines developed by WWF International and WWF Eastern and Southern Africa and donor regulations;
  • Develops monthly management reports quarterly financial reports and Forecasts for Management team and International office of WWF based in Nairobi and provides advice on action taken and required on opportunities for improvement and risk management
  • Project and grants management – Direct the timely production and submission of accurate donor project budgets and financial reports to project managers and donors. Work with Fundraising management to update and track the ZCO funding pipeline and Financial sustainability plan

III. Major Duties and Responsibilities

A. Operational Planning and implementation

  • Supports the Country Director and management team in the development and implementation of a WWF Zambia country strategy, project and program budgets and operational plan.
  • Coordinates the preparation of annual operational / project budgets and forecasts for WWF Zambia, in accordance with the annual planning cycle and in close collaboration with project staff;
  • Assists in the preparation and review of all WWF Zambia projects proposals to be submitted for funding; and
  • Ensures that all project budgets are fully funded.
  • Quarterly jointly plans procurement and other finance service needs of programs and projects with with the Operations Manager and Conservation manager
  • Develop and implement service level agreement between finance and programs to enhance efficiency of financial services
  • Ensures that all WWF Zambia offices have appropriate financial and administrative structures in place, with qualified staff;
  • Work closely with Conservation management and Senior Operations Manager to implement efficient work flows to support program and project implementation and reporting
  • Assess and advise the Country Director on capacities required for efficient and effective finance and operational delivery

B. Financial Reporting

  • Ensure daily capture of financial date to enable accurate and timely analysis and reporting to meet the needs of internal clients and donors
  • Ensures that accurate monthly and quarterly financial information is provided to WWF Zambia management, WWF Eastern and Southern Africa, WWF International, other WWF offices and donors as required;
  • Ensures production on monthly project financial reports for all projects and a dashboard on overall monthly project performance
  • Develops and delivers on a timetable to ensure timely preparation of consolidated financial reports;
  • Directs the preparation and distribution of all project financial reports;
  • Prepares, administers, and controls approved consultancy contracts / agreements and sub grants;
  • Ensures that all WWF Zambia offices properly monitor and fulfil contractual obligations;
  • Ensures that external and internal audits are properly organised, and that there is proper and timely follow-up of audit recommendations;
  • Liaises with Donors and with WWF Eastern and Southern Africa on calls for funds for WWF Zambia projects;
  • Coordinates treasury management and transfers of funds to WWF Zambia offices;
  • Carries out periodic evaluations of WWF Zambia financial reports, systems, procedures, and internal controls;
  • Ensure budgets are monitored and respected for both the Country Office and projects;
  • Supervises all Finance staff in all WWF Zambia offices; and
  • Clearly define, monitor and coach all Finance staff in WWF Zambia on performance objectives, indicators of achievement, and quarterly/annual work plans.
  • Liaise with Conservation Manager to develop joint performance KPIs between program and grants accountant on donor project reporting

C. Policies, procedures, and systems

  • Work with Operations Manager to ensure WWF administrative procedures for business processes and accountability are clear to staff and are implemented accurately
  • Ensures that all WWF Zambia offices apply the WWF Network Standards and WWF International Field Office Procedures as set out in the appropriate manuals, and, where appropriate, coordinates the preparation of local versions of these procedures;
  • Ensures that all WWF Zambia offices operate in strict application of laws and regulations in force, and that policies and procedures are adapted, where necessary, to reflect these laws and regulations;
  • Ensures that all WWF Zambia offices are equipped with the appropriate WWF International approved systems – particularly accounting, spreadsheet, and word processing software – and that these are updated in a coordinated and timely manner, in consultation with the Director  of Finance of WWF Eastern and Southern Africa; and
  • In collaboration with the Senior Operations and Human Resources Officer, liaises with government on matters pertaining to:
    • the Host Country Agreement;
    • work permits; and
    • WWF privileges and obligations.

d) Senior Management

  • Drive delivery of business process improvements of the finance team against set standards
  • Participate in Senior Management process and decisions that sets direction and implements priorities agreed
  • Performs any other duties as assigned by Country director

IV. Profile

Required Qualifications

  • A university degree in Accounting, Finance, Commerce, Business Administration or a related field; possession of an MBA or equivalent post-graduate qualification would be an added advantage;
  • Full accounting qualification, i.e., CIMA, ACCA , CIS or equivalent;
  • Over 7 years working experience with at least 3 years in a senior Finance and Accounting position preferably in a major international organization/NGO.
  • Demonstrated skills in developing, managing, and evaluating financial and administrative plans and policies;
  • Experience with project level accounting, management and reporting;
  • Experience working with government and donors;
  • A thorough knowledge of, and dexterity with, accounting software (ORACLE and ACCPAC will be an added advantage); and
  • Experience working with international organizations involved in environmental and/or livelihood issues would be an advantage.

  • Experience with project accounting, management and reporting;

V. Supervisory Responsibilities

The Finance Manager is responsible for the supervision of all WWF Zambia finance staff. Direct day-to-day management will be exercised over staff based in Lusaka. The Finance Manager will involve himself/herself as appropriate in the hiring, development, and evaluation of all WWF Zambia finance staff.

VI. Working Relationships

Internal: Interacts and works closely and on a regular basis with finance and administrative staff in all WWF Zambia offices, as well as with other WWF Zambia senior managers and project staff. Coordinates and interacts as appropriate with members of ecoregion teams, WWF Eastern and Southern Africa, WWF International, and other WWF offices.
External: Interacts as required with governmental institutions, donors, and other stakeholders, in collaboration with the Country Director as appropriate.
