Zambia Agency for Persons with Disabilities

The Zambia Agency for Persons with Disabilities (ZAPD) is hiring for the position of Legal Counsel – Directorate Level (1) within the Legal and Compliance department. The role will be based in Lusaka and is a three-year contract.

Job Purpose:

The Legal Counsel will provide strategic leadership, legal advisory, oversight of legal, regulatory, and compliance functions, ensuring the Agency’s adherence to laws, minimizing legal risks, and fostering ethical practices aligned with organizational goals.

Key Responsibilities:

  1. Legal Advisory and Strategy:
    • Develop and execute legal strategies aligned with the Persons with Disabilities Act No. 06 of 2012.
    • Advise the Board and Management, identify legal risks, and draft legal opinions and adjustment orders.
  2. Contract Management:
    • Draft, review, and negotiate contracts, MOUs, and legal documents, ensuring compliance and protecting the Agency’s interests.
  3. Corporate Governance:
    • Ensure compliance with governance frameworks and advise on governance matters.
    • Oversee preparation and filing of statutory returns and regulatory filings.
  4. Regulatory Compliance:
    • Ensure adherence to all legal and regulatory requirements and lead the implementation of compliance programs.
  5. Litigation Management:
    • Oversee litigation processes, manage external counsel, and control litigation costs.
  6. Leadership and Team Development:
    • Mentor internal contacts on legal matters and develop training programs for legal compliance.
  7. Risk Management:
    • Identify, assess, and mitigate legal and compliance risks.
  8. Policy Development:
    • Develop, implement, and review policies on ethics, anti-corruption, and other legal frameworks.
  9. Stakeholder Engagement:
    • Collaborate with internal and external stakeholders, regulators, and partners for legal support.
  10. Reporting:
  • Provide legal and compliance updates to the Director General and prepare reports on legal risks and compliance.

Qualifications and Experience:

  • Grade 12 School Certificate.
  • Bachelor’s Degree in Law (LLB) from a recognized institution.
  • Master’s Degree (LLM, MBA, or related field) is an added advantage.
  • Admission to the bar as an Advocate of the High Court.
  • Member of the Law Association of Zambia.
  • Minimum of 10 years of legal experience, including at least 5 years in a senior/executive management position.
  • Extensive knowledge of corporate law, regulatory frameworks, and governance practices.

  • Proficiency in legal research and office productivity software.
