Terms of Reference for a Consultancy to carry out a Dipstick Survey

1. Background

Zambia Civic Education Association (ZCEA) is human rights non-governmental, not for profit organization that promotes and protects children’s rights through civic education and advocacy. Its vision is to have a society in which all people enjoy fundamental human rights, justice and human dignity prevail. ZCEA’s mission statement is to promote and protect children’s rights through advocacy and civic education for children’s well-being.

ZCEA is implementing a Child Rights Education project, whose goal is to ensure that “All children enjoy their rights to survival, development, protection and participation in the target communities.”

ZCEA has been publishing Child Rights Clubs Magazines that are distributed to schools that have Child Rights Clubs. Over 45, 000 copies of the magazine have been published and distributed in the past five years.

The Child Rights Clubs Magazine serves to:

i. Increase child rights knowledge among school going children
ii. Guide child rights clubs activities in schools
iii. Highlight calendar events that are relevant to children
iv. Share children’s views on issues that affect them in society

Purpose of the Consultancy

ZCEA seeks a consultant to carry out a dipstick survey. The survey’s findings will be used to improve the magazine’s content and for it to be more responsive to the readers’ expectations.

Specific Objectives

The specific objectives of the consultancy are:

i. To collect readers’ views and thoughts about the magazine contents
ii. To gather and consolidate the recommendations of readers to improve quality of the magazine
iii. To recommend a feedback mechanism to continuously collect input from children

2. Expected Deliverables

i. An inception report;
ii. First draft report to ZCEA for discussion;
iii. Final report incorporating feedback from ZCEA.

3. Duration

The overall consultancy work will commence in the first week of November and will be completed within 4 weeks (with a total number of 30 days)

4. Required Qualifications

Education: The consultant should have specialized qualifications in mass communication, public relations or similar areas of study and skills, with a strong research background.

Experience: Practical, demonstrable and relevant experience in conducting dipstick surveys. Data analysis and interpretation skills. Should be able to communicate in at least two local languages, preferably Nyanja and Bemba.

5. Lines of Communication

The Consultant will report to the Executive Director and will work closely with the Child Rights Education Project Officer.
