TERMS OF REFERENCE

TO CONDUCT A BUDGET EXPENDITURE TRACKING OF GENDER/DISABILITY AND CDF PROGRAMS

1. BACKGROUND

Zambia National Educational Coalition (ZANEC) is an umbrella body for Civil Society Organizations (CSOs) that include Non-Governmental Organizations (NGOs), Faith Based Organizations (FBOs), Community-Based Organizations (CBOs), Teacher Trade Unions (TTUs) and Students Unions. ZANEC envisages a quality national education system that is accessible, relevant and equitable for human development in Zambia. As a result, the mission of ZANEC is to campaign and advocate for quality and equitable education through the attainment of national education aspirations and international Sustainable Development Goal number four through education policy engagement with the Government of the Republic of Zambia (GRZ), Cooperating Partners (CPs), communities and other stakeholders.

One of the ways used by the Coalition to ensure that duty bearers reinforce their commitments towards the implementation of the Sustainable Development Goals is through evidence-based advocacy. It is for this reason that ZANEC would like to conduct a budget tracking of gender, disability and CDF programs in the Zambian Education Sector.

2. RATIONALE

To effectively advocate for the attainment of SDG 4 target 4.5 whose aim is to eliminate gender disparities in education and ensure equal access to all levels of education and vocational training for the vulnerable, including persons with disabilities, indigenous peoples and children in vulnerable situations by 2023, ZANEC would like to conduct a budget expenditure tracking exercise of gender and disability programmes in the education sector.

ZANEC would therefore like to engage the services of a consultant for 15 days to conduct this exercise.

3. OBJECTIVES

The objective of the budget expenditure tracking exercise is to:

a. Assess the actual expenditure on gender and disability programs in the Ministry of Education

b. Assess how much of the 2022 CDF funding was spent on education.

c. Identify gaps and challenges in the budget allocation and expenditure

d. Evaluate the effectiveness of the programmes being implemented by the ministry in promoting gender and disability inclusion

e. Make recommendations for improvement in future programming and budget allocation

4. SCOPE OF WORK

The consultant will be required to:

a. Review the budget allocations and expenditures of the gender and disability programs implemented by the Ministry of Education for the past three years

b. Assess how much of the 2022 CDF funding was spent on education and collate it with the sector allocation for 2022 to come up with the total funding that went to education.

c. Conduct interviews with relevant stakeholders to understand the effectiveness of the gender, disability and CDF programs and identify gaps in budget allocation and expenditure.

d. Identify any discrepancies between the budget allocation and expenditure and provide an explanation for the same.

e. Assess the impact of the programs on gender and disability inclusion

f. Make recommendations for improvement in future programming and budget allocations.

5. DELIVERABLES

The consultant will be required to submit the following deliverables:

a. An inception report outlining the methodology, work plan, and timeline for the budget expenditure tracking exercise

b. A draft report on the findings of the budget expenditure tracking exercise, including recommendations for improvement

c. A final report incorporating feedback from the organization and stakeholders

d. A policy brief of not more than two pages

e. A PowerPoint presentation to be made at a meeting to be organised by ZANEC.

6. REQUIRED COMPETENCIES

The consultant should have the following qualifications:

a. A minimum of a degree in Education, finance, accounting, economics, or a related field

b. At least 7 years of experience in budget expenditure tracking and analysis

c. Knowledge and experience in gender and disability inclusion programs

d. Excellent analytical and report-writing skills
