Terms of reference – Consultancy to Review Climate Change Strategy on Wash in Zambia
Background
The Zambia Non-Governmental Organization Water, Sanitation and Hygiene Forum known as the NGO WASH Forum is a platform for NGO coordination and harmonization of policy and practice. Among other things, it sets out to provide a mechanism for effective consultation and a marketplace for information sharing among NGOs and other stakeholders on the achievements and challenges faced in the sector.
Justification
Zambia faces significant challenges due to its vulnerability and exposure to climate variability and climate change. These challenges directly impact the water, sanitation, and hygiene WASH sector, that manifest, as rising water scarcity and water security, water resource depletion, WASH infrastructure damage, water contamination, and exacerbated disease outbreaks. The total sum of these individual and collective manifesta tions is negative impact on people’s health and well-being. The NGO WASH Forum is aware of the challenges that climate change brings to the WASH sector and is committed to contributing to the development of a robust climate change strategy on WASH for the country. At the moment, the country does not have a clear Climate Strategy on WASH that stands on its own but has strategies that speak to WASH in different policy documents where WASH is mentioned. In line with this, the Forum seeks to engage a Consultant to review the National Climate Change strategy on WASH. This will be done by reviewing the National Adaptation Policy (NAP), National Policy on Climate change, National Climate Change Response Strategy, Nationally Determined Contribution (NDC) for Zambia to the Paris Agreement, and any other documents that may have WASH components such as Ministry of Water Development and Sanitation (MWDS), NWASCO and Ministry of Green Economy and Environment strategic plans. The consultant may also review the Zambia Water Investment Program documents.
Objective
The main objective of this consultancy is to review the National Climate Change Strategy on WASH.
Scope of Work
Evaluate current strategy: Analyse existing WASH-related elements within these documents to determine their strengths, weaknesses, gaps, and opportunities for improvement.
Consult with stakeholders: Engage with various stakeholders in the WASH sector, including government agencies, NGOs, civil society organizations, and communities, to understand their perspectives and recommendations for the national climate change strategy on WASH.
Develop recommendations: Based on the review and stakeholder consultations, develop clear and actionable recommendations for the creation of a comprehensive and effective National Climate Change Strategy on WASH for Zambia.
The consultant will be responsible for the following tasks:
Conduct a thorough review of relevant national policy documents including but not limited to:
- The National Adaptation Policy (NAP),
- National Policy on Climate change
- National Climate Change Response Strategy
- Nationally Determined Contribution (NDC) for Zambia to the Paris Agreement.
- Ministry of Water Development and Sanitation (MWDS) Strategic Plan
- The Strategic Plan for NWASCO
- Ministry of Green Economy and Environment strategic plans.
- Zambia Water Investment Program documents.
- Evaluate current strategy and analyse how WASH is integrated in related elements within these documents to determine their strengths, weaknesses, gaps and opportunities for improvement.
Review how the adaptation and resilience needs of the WASH services reflected in the relevant national policy documents, whether the national WASH response to Climate Change covers the most vulnerable and the unserved, including those living in informal settlements.
Recommend the priority adaptation and WASH resilience actions that address current and anticipated/projected risks to be integrated in the strategy particularly by most vulnerable regions and communities including gender and equity considerations.
Recommend the coordination mechanisms for the strategy in light of recommendations.
Consult with key stakeholders in the WASH sector, communities, government agencies, NGOs including the Ministry of Green Economy and Environment, Ministry of Water Development and Sanitation, Agriculture and stakeholders to understand their perspectives and recommendations for the national climate change strategy on WASH.
Review what finance and resources have been put in place to effectively implement agreed climate resilient solution and the nexus with WASH.
Draft a document that will specifically state what climate change on WASH is according to the reviewed documents and stakeholder engagements.
Develop a set of guidelines on how this strategy is supposed to be implemented.
Facilitating a workshop with various stakeholders share what the outcome of the review is.
Deliverables
The Consultant is expected to deliver the following outputs:
An inception report which will outline the methodology of the review exercise
A draft of the Report showing the intersectionality of National Climate and WASH in Zambia
A PowerPoint presentation of the strategy
A policy brief on Zambia’s Climate Change Strategy on WASH.
Timeline
The consultancy is expected to be completed within 15 working days upon successful signing of the contract with regular check-in meetings with the Secretariat to track progress.
Qualifications
The consultant should possess the following qualifications and experience:
Master in Climate Change Policy or equivalent.
Extensive experience in developing climate change policies.
Knowledge of WASH especially about climate change
Strong communication and facilitation skills with the ability to engage effectively with a diverse range of stakeholders.
