The Zambia Red Cross Society is a leading provider of training in First Aid and other skills for commercial and humanitarian purposes. These training courses are carried out as part of the institution’s income generation initiatives.
Pursuant to this, the National Society has resolved to build a medium standalone multi-purpose training and conferencing facility in one of the most central areas of Lusaka. The facility is meant to increase the institution’s training capacity and meet the organization’s other resource mobilization requirements. The property will also be utilized for other conferencing events on commercial or hire out basis.
Having already procured land for the same, acquired the necessary ownership documentation, and identified the contractor for the works, the Society now seeks to engage the services of a technical supervisor to manage the progress of the project and ensure that the building is compliant to all legal and ZRCS internal requirements.
2.0 AIMS / OBJECTIVES
Main Objective: The main objective of this activity is to engage a consultant to oversee the Training Centre building project, ensuring that the project progresses to standards and within legal norms.
The following are the main specific objectives of the Technical Supervisor’s assignment:
- To oversee the building process and advise the NS on all requirements and documentation at every stage.
- Supervise all the activities incidental to the building process as outlined in the building’s approved designs.
- Assist the National Society to gain the appropriate authorizations from Council at all relevant stages of the project.
- Facilitate the hand-over of the complete building to the NS ensuring that every aspect of the final building is in accordance with approved designs as well as within the legal and contractual requirements
3.0 SCOPE
The Technical Supervisor will be responsible for the following tasks:
a. Project Management
- Oversee the day-to-day construction activities to ensure compliance with project plans and specifications.
- Coordinate with the ZRCS team, contractors, architects, engineers, and other stakeholders.
- Monitor progress against the project schedule and report any deviations.
b. Quality Assurance/Control
- Conduct regular inspections to ensure the quality of materials and workmanship.
- Ensure that all construction work complies with relevant building codes, standards, and regulations.
- Approve materials, equipment, and workmanship at various stages of construction.
Bids must be submitted in the sealed envelopes and delivered in the tender box based to the following address:

on or before Thursday 3rd October,2024 5 P.M.
Any Bid received by ZRCS after the deadline for submission of Bids or non-sealed will be disqualified from evaluation.
Companies presenting incomplete documents will be excluded from the bidding process.
Any enquiry is only permitted in writing and up to two days before the deadline for the submission of the proposal. The answer will be sent by e-mail to all the bidders in a circular letter.
It is not permitted that local companies (registered in the country of the project) appear as joint-ventures or associate partners in more than one application.
Bids shall remain valid for the period of 60 days after the date of Bid opening.
