1. Background
ZAFOD is a national umbrella Civil Society Organisation of and for Persons with Disabilities, whose mandate is to advocate for the promotion and protection of the rights of Persons With Disabilities (PWDs); strengthen the capacity of its affiliate members; carry out research on pertinent disability issues for advocacy work and raise awareness on various challenges affecting persons with disabilities and barriers preventing the enjoyment of their fundamental rights, dignity and freedom.
ZAFOD seeks to engage a qualified consultant or consulting firm to review its outgoing Strategic Plan and develop a new five-year Strategic Plan covering the period 2026–2031.
2. Objective of the Assignment
The objective of this consultancy is to conduct a comprehensive review of the current Strategic Plan and facilitate the development of a forward-looking, results-oriented Strategic Plan for 2026–2031 that aligns with national development priorities and disability-inclusive frameworks.
3. Scope of Work
• Conduct a desk review of key organisational documents
• Review and assess implementation of the outgoing Strategic Plan
• Facilitate stakeholder consultations (Board, Secretariat, member OPDs, partners, etc.)
• Develop a draft Strategic Plan (2026–2031)
• Facilitate validation of the Strategic Plan
• Incorporate feedback and produce the final Strategic Plan
4. Expected Deliverables
1. Inception Report outlining methodology and work plan
2. Strategic Plan Review Report
3. Draft Strategic Plan (2026–2031)
4. Final validated Strategic Plan (2026–2031)
5. Duration of the Assignment
The consultancy is expected to be completed within 6–8 weeks from the date of contract signing.
6. Required Qualifications and Experience
• Minimum of 7–10 years’ experience in strategic planning
• Proven experience working with CSOs and disability-inclusive development
• Strong facilitation, analytical, and report writing skills
• Experience conducting participatory strategic planning processes
