TERMS OF REFERENCE
FOR THE CONSTRUCTION OF TWO (2) WATER KIOSKS AND THREE (3) HANDWASHING STATIONS IN KATONDO, KABWE DISTRICT
- INTRODUCTION
Habitat for Humanity Zambia (HFHZ) is a locally registered Non-Governmental Organization founded in 1984, currently operating in Lusaka, Central, and Copperbelt Provinces. The organization addresses shelter needs and related issues such as water and sanitation, serving vulnerable families in marginalized peri-urban communities.
Through its BMZ Community-Driven Models for WASH Improvement Project, HFH Zambia is funding the construction of two (2) water kiosks and three (3) handwashing stations in Katondo, Kabwe District.
- DELIVERY APPROACH
Habitat for Humanity Zambia promotes a community-driven approach, engaging the local authority (Council), Lukanga Water and Sanitation Company Limited, community leadership, and members throughout planning, implementation, monitoring, and completion stages.
This participatory model builds local capacity for quality project delivery, ensuring satisfaction of both end users and funding agencies, in line with the approved scope of works (see Annex 1).
HFH Zambia now invites bids from eligible and qualified bidders for the construction works.
- SCOPE OF WORKS
The works will include but are not limited to:
i) Substructure works:
Excavation
Concrete footings and blockwork
Backfilling with gravel or laterite
ii) Superstructure works:
Slab concrete works
Blockwork
Construction of concrete window sills and lintels
Concrete roof works
Ironmongery fittings
Plumbing works
iii) Finishes:
Plastering
Screed
Rough cast
Painting
Note: The two kiosk sites are spread within Katondo, approximately 5–10 km apart. Full construction details are provided in the Scope of Works (Annex).

- ELIGIBILITY CRITERIA
HFH Zambia invites bids from interested and eligible vendors who meet the following requirements:
a) General Eligibility and Compliance
Valid NCC Category B or C certificate
Valid ZPPA Registration Certificate
PACRA Registration
Valid Workers’ Compensation Fund Control Board certificate
Valid TPIN
Company profile with physical address
Valid Engineers Registration Board (EngRB) license
Valid Tax Clearance Certificate
Brief Method Statement
Latest 3 months’ stamped bank statements
Project duration and Gantt chart showing schedule of works
b) Personnel, Experience, and Equipment
Registered Water/Civil Engineer (EIZ), with diploma/degree and at least 3 years’ experience (provide CV and qualifications)
Plumber with at least 3 years’ experience (provide CV and qualifications)
Bricklayer/Building Works Supervisor with at least 3 years’ experience (provide CV and qualifications)
Proof of similar works carried out (completion certificates, award letters, purchase orders, etc.)
For all equipment/tools: provide proof of ownership or signed lease agreement
Required equipment:
4x4 truck (capable of accessing muddy roads)
Plate compactor
Poker vibrator
Dumpy level
Concrete mixer
Basic tools (wheelbarrows, shovels, etc.)

SITE VISIT
Bidders are encouraged to visit the project sites to assess local conditions. Site visits shall be conducted at the bidder’s own cost and risk.

SUBMISSION OF BIDS
All bids must be:
Deposited in the Tender Box at Habitat for Humanity Zambia National Office, Plot 488A Twin Palms Road, Kabulonga, Lusaka.
Accompanied by a non-returnable USB flash drive containing soft copies of all submitted documents.
Submitted no later than Tuesday, 23rd September 2025 at 10:00 AM, clearly marked:
“Tender for the Construction of Two (2) Water Kiosks and Three (3) Handwashing Stations in Katondo, Kabwe District”
Addressed to:
The Chairperson, Procurement Committee
Bids will be opened on Tuesday, 23rd September 2025 at 10:30 AM at HFH Zambia National Office, Lusaka.

CONTRACT AWARD
Upon notification of award, the successful bidder will be required to review and sign the contract agreement promptly.

PROJECT DURATION
The project is expected to be completed within two (2) months from the date of contract signing.
Note: The Employer may request phased or interval works within and after the stated duration.
