Job Title: Monitoring, Evaluation and Learning Specialist

Department/Unit: MEL

Location: Lusaka, Zambia

Duration: Full-Time position

Reports to: MEL Manager

Background: 

John Snow Health Zambia (JSH-Z) with support from USAID through the eSCMIS Project will continue assisting the Government of the Republic of Zambia in the rollout of a next-generation electronic supply chain management information system (eSCMIS). The eSCMIS Project aims to increase the use of health services, decrease disease burden and increase quality of life through ensuring appropriate quantities and quality of health commodities are available at health facilities to meet patient demands. Continuing the rollout of and provision of technical support to the existing eLMIS will enable a seamless transition from the activities being done under predecessor projects. Establishing public private partnerships to promote sustainability and eSCMIS transition to the government are key objectives in Zambia during this 5-year project plan. The eSCMIS Project will work closely with and in support of the Ministry of Health.

Position Description:

JSH-Z seeks a dynamic and highly experienced candidate for the position of MEL Specialist to be based in Lusaka, Zambia. S/he will work closely with the MEL Manager to manage and implement the Monitoring, Evaluation, and Learning Plan (MELP) and Quality Assurance Surveillance Plan (QASP) for the eSCMIS Project. The MEL Specialist will report to the MEL Manager and help in achieving the project’s goals and objectives.

Roles and Responsibilities:

  • Assist the MEL Manager in implementing the overall vision and strategic direction for the projects as well as in ensuring that project deliverables are met.
  • Under the direction of the MEL Manager, implement the project’s MEL plan and QASP including routine logistics systems performance monitoring and data management.
  • Work closely with the MEL Manager to design data use and management systems in the project and implement these project-wide.
  • Work across teams to implement the IMPACT team structure for ensuring a data analysis culture throughout the MOH supply chain system.
  • Implement the plan for use of data for research, dissemination, and documentation of success. Analyze data to present on these research questions at technical forums.
  • Ensure data quality is reviewed and analyzed from the eLMIS, helping to identify locations where there are either eLMIS implementation challenges or logistics system challenges.
  • Liaise with the other USAID supply chain and clinical projects, MOH, MSL, and other key stakeholders to address logistics system challenges as identified from the eLMIS data analysis.
  • Represent the eSCMIS Project at various technical meetings, with other cooperating agencies, senior government officials, and donor agencies as required.
  • Provide direct technical interventions to improve the implementation of the eLMIS.
  • Support the MEL Manager to ensure that all technical areas of the project are integrated and maximize the use of available resources of the project.
  • Assist in the preparation of quarterly, annual, and other periodic reports for PEPFAR, eSCMIS, and others.
  • Implement and adhere to JSH-Z’s personnel and fraud management policies.
  • Perform other duties as assigned by the MEL Manager or other senior staff.

Qualifications:

  • Diploma in Public Health, Statistics, MEL or related field, and at least five years of experience in MEL, international public health, HIV/AIDS counseling and prevention, family planning, reproductive health, health commodities management and/or private sector logistics in developing countries;
  • Strong skills in supply chain and MEL activities;
  • Experience working with senior government officials;
  • Strong representational and interpersonal skills;
  • Ability to prepare and deliver public presentations;
  • Excellent written and verbal communication and presentation skills in English;
  • Proficiency in common computer packages (e.g. Word, Excel, PowerPoint) relevant to the work;
  • Experience working with supply chain tools;
  • Strong initiative and self-motivation required, with a commitment to teamwork;
  • Ability to travel for extended periods of time in-country to support technical activities;
  • Willingness and ability to travel internationally, including to the US.

Supervision and Reporting:

The MEL Specialist will work under the guidance and supervision of the MEL Manager.
