Senior Program Coordinator – HIV Prevention

Summary of Job Description

Reporting and working together with the Provincial Clinical Director, the Senior Program Coordinator will serve as the overall technical lead and supervisor for HIV prevention focal persons based at regional office and district clinical supervisors overseeing USAID SAFE supported facilities. The Senior Program Coordinator will coordinate the planning and implementation of HIV prevention activities including work planning, target setting, training the technical teams on various program areas, technical supportive supervision and mentorship as well as reporting. He/she will also work in collaboration with the provincial and district strategic information teams to ensure that there is effective monitoring of various HIV prevention programs. The Senior Program Coordinator will directly report to the Provincial Clinical Director and also have dotted reporting line to the Regional Director.

Specific Duties and Responsibilities

  • Provide technical oversight in HIV prevention including but not limited to HTS, Indexing, PrEP, TPT and VMMC.
  • Promote collaboration among health care workers and project staff implementing HTS, Indexing, PrEP, TPT, VMMC and ART initiation at all USAID SAFE supported facilities.
  • Supervise HIV Prevention focal point persons and clinical supervisors at provincial and district level respectively and ensure effective implementation of HIV prevention activities.
  • Represent the project in technical forums at provincial, district, facility and community levels.
  • Provide technical support for Quality Improvement/Quality Assurance interventions at facility level.
  • Train and mentor health care workers in project supported facilities and ensure good aherence to national guidelines.
  • Plan and coordinate training, technical support and mentorship activities in HIV prevention in the province, that is with the other SAFE team members and the MoH staff at Provincial, District, Facility, and Community levels.
  • Work with the other SAFE staff and the MoH team to engage other key stakeholders in HIV programming including the faith and traditional leader, civil society organizations, other implementing partners, and the private sector.
  • Review daily, weekly, monthly, quarterly, semi-annual and annual project performance and provide technical support to the field teams.
  • Actively participate in provincial and district level data review meetings and use data for decision making and direction.
  • Participate in site preparation for supportive supervision and SIMS assessments and ensure that recommendations are implemented at facility level accordingly.
  • Provide technical support in creating and strengthening linkages and networks between clinical and community teams to ensure seamless implementation of activities leading to improved health outcomes at facility, district and provincial levels.
  • Participate in any other duties as assigned.

Required Qualifications and Skills:

  • Diploma in Clinical Medicine or health related sciences;
  • Degree in Clinical Medicine or any health-related science is an added advantage
  • Minimum 5 years of experience in public health, including HIV/AIDS;
  • Excellent facilitation, mentorship, team building and coordination skills.
  • Ability to work in a complex project implementation environment with multiple tasks, defined deadlines and intense pressure to perform and achieve project related targets.
  • Demonstrated skills in the management of HIV clients in accordance to the current guidelines.
  • Good planning, coordination, and critical analysis skills.
  • Good communication skills (including presentations) in written and spoken English required.
  • Excellent relationship management with knowledge about the structure of the MoH network at Provincial, District, and facility levels.
