Evangelical Fellowship of Zambia (EFZ) invites suitably qualified candidates to apply for positions based at its field office in Shangombo District, Western Province.

EFZ is a voluntary Christian church mother body registered under the Registrar of Societies in Zambia and operates as a non-profit organization. It is currently implementing the Climate Just Communities (CJC2) project in Shangombo District, funded by the Scottish Government and coordinated by NIRAS Group UK, with EFZ serving as the community delivery partner.

The CJC2 project supports climate-vulnerable communities through interventions in water access and management, climate-resilient agriculture, natural resource management (NRM), disaster risk reduction (DRR), market access, gender equality, disability and social inclusion (GEDSI), and advocacy.

1. Monitoring, Evaluation, Accountability and Learning (MEAL) Community Mobilization Officer (x1 Shangombo)

This is a dual-function role which bridges community engagement and data-driven learning. The Officer is the custodian of community level data integrity, ensuring that information collected reflects lived realities on the ground. The role strengthens accountability by validating data with communities, triangulating findings and ensuring marginalized voices inform project adaptation. The core objective is to guarantee that data is not only accurate for donor reporting but also owned by communities, driving advocacy, adaptive management and climate justice outcomes.

Responsibilities

Develop and implement a robust MEAL framework aligned with the Theory of Change, ensuring indicators capture both quantitative outputs and qualitative shifts in equity, resilience, and power dynamics.
Design and deploy digital tools (e.g., Kobo Toolbox) for baseline, midline, and endline surveys. Ensure accessibility for low-literacy groups and disaggregation by sex, age, and disability
Conduct spot checks, back-checks, and field verifications to confirm accuracy of data collected.
Lead Data Quality Audits (DQAs) and document discrepancies between reported data and ground realities.
Monitor beneficiary selection processes to ensure fairness and adherence to criteria.
Facilitate participatory methodologies (community scorecards, vulnerability assessments) and ensure findings are validated through community reflection meetings before submission.
Cross check data with FGDs, KIIs, and direct observation to ensure reliability.

Community Mobilization & Engagement: Strategic and Field-Based

Identify and map existing community structures (village savings groups, Cooperatives, community management committees, WASH) and facilitate the formation of inclusive Community Climate Justice Committees.
Train community facilitators and committee members on citizen led data collection, rights-based approaches and basic advocacy skills.
Implement targeted outreach to ensure the meaningful participation of youth, women and persons with disabilities in project activities and M&E feedback loops.
Lead community awareness campaigns on climate risk, adaptation options and the project’s grievance mechanism.
Establish and manage a Community Feedback Mechanism, serve as the primary point of contact for beneficiary feedback, ensuring concerns are logged, responded to, and closed out in a timely manner.
Produce quarterly community feedback briefs summarizing issues raised and actions taken.

Time Allocation

To ensure balance in this dual role, the time allocation is defined as follows:

Data Collection & Field Monitoring (60%): Conduct regular field visits and surveys, ensuring that all data is accurately entered, validated and uploaded within 48 hours of collection.
Community Engagement & Capacity Building (15%): Mobilizing communities, training volunteers and facilitating participatory workshops.
Reporting & Learning (15%): Producing M&E reports, documenting case studies, and organizing reflection workshops.
Data Management & Administration (15%): Maintaining the project MIS, filing Means of Verification (MOVs), and attending coordination meetings.

Qualifications and Experience

Education: Bachelor’s Degree in Monitoring & Evaluation, Development Studies, Social Work, Environmental Science, or a related field. Post-graduate diploma in M&E is an added advantage.
Experience: Minimum 3-5 years of experience in a similar role combining community mobilization and M&E within the NGO sector. Essential: Experience working on climate adaptation, DRR, or livelihoods projects.
Technical Skills: Proficiency in digital data collection (Kobo Toolbox). Advanced knowledge of Excel and Power BI. Experience with participatory rural appraisal (PRA) tools. Strong skills in data verification and quality assurance methodologies.
Soft Skills: Demonstrated ability to work with community members, local authorities, and diverse teams. Ability to solve field level issues independently. Deep understanding of local cultural norms and power dynamics.
Logistical: Fluency in Local Language (Silozi) and English. Willingness and ability to ride a motorcycle in difficult terrain with a valid license.

2. Field Facilitator (x1 Shangombo, x1 Sioma)

Reporting to the Field Coordinator, the duties will include but not limited to the following:

Support development and workplanning of activities for implementation at ward level.
Support the roll-out of the CJC interventions in agriculture, natural resources, water access and management, market facilitation, disaster risk reduction, GEDSI and advocacy.
Provide technical oversight and support to communities participating in project activities.
Support the implementation of activities by technical partners, contractors and consultants hired to deliver on specific interventions. Flag any risks with quality/timeliness of technical partners, consultants and sub-contractors to the Field Coordinator.
Ensure completion of project activities and functionality of all investments.
Oversee prudent utilization of project funds at community level.
Ensure updated project inventory of all project investments and equipment.
Ensure CJC2 delivers all interventions with a strong focus on GEDSI, in line with the project GEDSI Strategy for the inclusion of women, youth and people with disabilities. This will involve working closely with the Community Management Committees (CMCs)to ensure beneficiary selection is done based on vulnerability criteria and fairness.
Support in the identification of advocacy issues and support Advocacy Champions to take these forward.
Ensure updated monitoring data and contribute to project monitoring and evaluation activities and monthly reporting obligations.
Support capacity building, coordination and collaboration between and among community groups and committees involved in the project, including the CMCs and other community-level committees such as Water Point Committees, Irrigation Management Committees, Satellite DRR Committees; and Natural Resource Management Committees and build linkages between the groups and traditional leaders, district government agencies, the private sector and other relevant stakeholders.
Promote governance measures at community level to ensure intervention sustainability, particularly for community committees involved in project delivery.
Contribute to the development of local exit plans including engagements with government agencies and traditional authorities.
Represent CJC2 at Ward level, always acting with professionalism and according to the CJC2 Code of Conduct. Proactiveness and initiative are a key part of the job.

Qualifications and experience required

Must be a holder of a Degree in Natural Resources management, Agricultural Sciences, Social Science or any related field from a recognized institution. A Bachelor’s degree will be an added advantage.
At least 2 years’ experience in community mobilisation and facilitation
Must have relevant experience in Climate Change related projects
Proven ability to develop and monitor work plans
Ability to handle multiple tasks efficiently
Proven written and oral communication
Must be self-reliant, resourceful, good humored and flexible
Must speak Lozi and in possession of a valid motorbike license

3. Communication Internship (x1 Lusaka)

Responsibilities

Develop and implement EFZ’s communications and visibility strategy.
Manage and develop content for EFZ digital platforms, including the website and social media accounts.
Produce high-quality content including reports, newsletters, briefs and social media updates.
Support branding and visibility requirements in line with donor guidelines.
Coordinate media engagement and strengthen relationships with key stakeholders.
Provide communications support to project teams across districts.

Qualifications, Experience & Competencies:

Recent graduate with a Diploma or Degree in Communications, Journalism, Public Relations, or a related field.
Minimum of 3 years’ relevant experience in communications, preferably within the NGO sector.
Strong writing, editing, and storytelling skills.
Experience entry level, team player, ability to work independently and meet deadlines
Proficiency in photography, videography and basic design tools is an added advantage.
Excellent interpersonal and communication skills.
Creativity and attention to detail.
