Brilliance Executive Management Consultancy Limited (BEMCONSULT) has been engaged by Joint Country Programme (JCP) to assist in the identification and recruitment of a qualified, highly motivated and competent SENIOR PROGRAMME OFFICER to be stationed at the Country Office in Lusaka.

Organisation Background
Norwegian Church Aid (NCA) and Dan Church Aid (DCA) have been working together with strong partnerships in Zambia for over 50 years. During this time, they have been working closely with a range of faith-based and secular partners within two overall strategic priorities, Gender Justice, and Economic Justice. Since formalising a joint country program (JCP) in 2011, NCA and DCA work together to empower rights-holders, especially women and youth. Through strong networks and alliances within Zambian civil society, they uphold and protect people’s dignity and promote their active participation in the development of their country. The JCP Zambia is a fully merged country programme where funding, technical advice, lobbying & advocacy, communication, and administration are shared and coordinated with NCA as the lead agency. Their current programs focus on Gender Justice (including Gender-Based Violence), Climate-Smart Economic Empowerment and Fighting Inequality.

 

Job Purpose
The Senior Programme Officer – Fighting Inequality, will be overall responsible for managing NCA’s Fighting Inequality (FI) programme in Zambia, and for the integration of the FI programme in other thematic areas (Currently NCA’s programmes in Zambia on Gender Justice Free of GBV, and Climate Smart Economic Empowerment). The Senior Programme Coordinator will also be the budget holder for the Fighting Inequality Programme and will report directly to the Head of Programmes within the Joint Country Programme (JCP) between Norwegian Church Aid and Dan Church Aid in Zambia.

Summary of Key Responsibilities:

  • Technical support to partners on project implementation, monitoring and reporting of FI and Advocacy work.
  • Collection and review of partner project proposals, periodic narrative and financial plans and reports and creation of platforms for learning.
  • Programme Surveillance, quality assurance, compliance with standards and operational procedures.
  • Capacity Development of FI and partners.
  • Partner networking, linkages and coalition building for tackling root causes of inequalities.
  • Build FI partner capacities on programme themes, international quality standards and NCAs routines and regulations.
  • Develop FI plans and reports for incorporation into the main JCP programme documents.
  • Enforce Compliance with standard safety and security operating procedures
  • As Budget holder for the FI Programme, responsible for programme management and overall financial and narrative reporting.
  • Responsible for FI Project Management in 365, Maconomy Portal and PIMS.
  • Responsible for the Design and Maintenance of a robust FI – M&E system to measure achievements and progress towards the FI program goals and results
  • Work closely with the Snr Planning, Monitoring, Evaluation and Reporting Officer (SPMERO) on ineffective rolling out of Project Information and Management System (PIMS), partner compliance with NCA routines and guidelines and other donor requirements
  • Responsible for the design and execution of internal and external program/project evaluations as necessary and execution of baseline, periodic, and final evaluations in coordination with the Head of Programmes.
  • Responsible for regular FI progress plans & reports (financial and narrative) annual plans & reports, and final reports to SMT and donors.
  • Responsible for FI partner capacity assessments, budgeting, and coordination of learning platforms such as the FI Community of Practice and implementation of its recommendations in coordination with the Head of Programmes.
  • Responsible for fostering innovation, creativity and learning in the implementation of the FI in collaboration with NCA Head Office Thematic and Technical Advisors.
  • Coordinate with Grants Management and Acquisition Coordinator in Resource Mobilization and Grant Management for FI Programme.

Qualifications and Experience

  • Bachelor’s Degree in Development Studies, Sociology, Economics or any related field
  • Must have a minimum of at least 5 years of work experience in Advocacy Programs
  • Good knowledge of the NGO landscape in Zambia
  • Must have proven campaign knowledge and experience
  • Knowledge of a partnership approach to advocacy and influencing
