ACTIVITY OVERVIEW

The five-year (2020-2025) USAID Local Impact Governance Activity (Local Impact) will help Zambia build up a sub-national system of governance for devolved service delivery more responsive to citizen needs. The program will engage national and sub-national authorities to expand the capabilities of district-level governance bodies to deliver sustainable development outcomes, increase effective citizen and private-sector involvement in development planning and monitoring, and improve public financial management and domestic revenue generation.

The activity will work toward three objectives:

  • Objective 1: Citizens improve their collective skills to effectively assess service-delivery needs and performance and constructively engage with government.
  • Objective 2: The sub-national governance system becomes more responsive to citizen needs, generates, and accountably expends revenue, and improves service-delivery outcomes.
  • Objective 3: The program generates learning and facilitates problem solving that supports the development of an effective, financially viable sub-national governance system for devolved services, capable of being scaled up throughout Zambia.

PURPOSE

The GESI Advisor will lead the development of the Local Impact gender mainstreaming strategy and plan, that upholds USAID gender policies. He/she will work with other technical specialists in developing the system for the consolidation and analysis of sex-disaggregated data and other gender and youth related data and identifying potential socio-economic impacts on project activities. He/she will provide training or guidance to teams in mainstreaming gender and engagement women in technical work and organizing capacity-building interventions for partners on gender polices and other related concerns.

RESPONSIBILITIES

  • ·Leads development of Gender Action Plan that upholds USAID and GRZ gender policies
  • Establishes objectives, gender party entry points and interventions, ensuring mainstreaming of interventions/strategies into the Work Plan and activities.
  • Reviews and updates the gender plan to consider priority activities in annual workplans and learnings from past gender mainstreaming activities.
  • Carries out participatory gender analysis of specific Local Impact target groups/communities (or for specific activities such as field research) and recommend measures to address critical needs of men and women and remove barriers to achieving gender equity and women empowerment in project-supported and other activities.
  • Develops appropriate tools, protocols and for use of technical teams in the development, implementation and documentation of mainstreaming actions in Local Impact technical assistance activities.
  • Reviews activity designs and outputs to inform improved gender mainstreaming in activity implementation.

Other duties

  • Provides leave of absence cover for staff as required
  • Escalates any issues to his/her supervisor immediately
  • Prepared to travel to project provincial offices as required
  • Performs any other duties as assigned

PLACE OF PERFORMANCE AND REPORTING

  • The position will be based in the Local Impact Activity’s main office in Lusaka, Zambia and will report to the Chief of Party
  • There may be some travel to provincial offices

QUALIFICATIONS

  • B.A. or B.S. Degree required; MA preferred.
  • 9+ years of relevant experience in gender mainstreaming, social analysis, indigenous peoples safeguard policy application and in social development planning and implementation, including international development experience.
  • Strong multidisciplinary competence combined with substantial experience in developing and applying safeguard policies, social development and related capacity building.
  • Working knowledge of the operations and international development organization and the Zambian government.
  • An energetic, forward-thinking and creative individual with high ethical standards and appropriate professional image
  • An extremely well organized and self-directed individual with sound technical skills, analytical ability, good judgment, and strong operational focus
  • Fluency in English is required
