DAPP Zambia

Development Aid from People to People (DAPP) is inviting suitably qualified and experienced persons for the position of Project Manager, District Manager, M&E Officer, Finance and Operations Manager and project leaders for the Farmer’s Club (R4) project in Southern Province. DAPP Farmers Club is implementing a Rural Resilience Initiative Project which is a global strategic partnership between the United Nations World Food Programme (WFP) with support from Swiss Development Agency (SDC) to enable vulnerable rural households to increase their food and income security in the context of increasing climate risks. The Initiative is built on an innovative model that combines four risk management strategies (R4): (1) disaster risk reduction, (2) micro insurance, (3) access to credit, and (4) savings. The R4 Rural Resilience Initiative started operating in Zambia in 2014.

Finance and Operations Manager

Responsibilities:

  • Leads the implementation of the program operating budget, monitoring actual performance and developing project projections.
  • Reviews and/or generates financial reports for compliance with Grant and donor requirements
  • Analyses spending trends and provides feedback and analysis to team leaders on areas with significant over- or under spending and leads improvement processes.
  • Maintains all project accounting systems, accurately ensuring expenditure against the correct codes and projects and preparing monthly financial reports, expenditure reports and any other reports as requested by Head Office and the donor.
  • Managing assets: Ensures that all assets bought by the project are book kept and recorded in the Asset Register.
  • Ensures that requests are done at least 3 weeks before the funds are needed. All the request forms and liquidation forms should be correctly completed. These should be supported by the general ledger and bank and cash reconciliations.
  • Ensures that appropriate financial systems and controls are in place to avoid significant adverse audit risk ratings for the program.
  • Plans for and facilitates DAPP internal audits, donor and statutory external audits.
  • Builds capacity of the Program team on grants management, general accounting, internal controls and administrative systems in interpreting regulations to ensure compliance and ensures compliance with donor finance policies and procedures.
  • Assists in the development of financial and administrative policies and procedures to ensure smooth running of the Grant and compliance to Generally Accepted Accounting Principles, DAPP finance policies, and government and other donor regulations.
  • Fleet management: Ensures that all vehicles have log books and every month there is a reconciliation of the fuel used and the mileage.

Required Qualifications:

  • Minimum of Bachelor of Accountancy degree or equivalent (ACCA, CIMA, etc)
  • At least 7 to 10 years of overall professional experience; 5 of which must be at senior management level.
  • Well acquainted with grants and contracts management.
  • Vast experience with accounting and reporting software, preferably Pastel.
  • Member of ZICA, preferably at the level of Fellow
  • Experience in an NGO setting is an added advantage.
