Job Purpose: The Health Financing Advisor portfolio aims to strengthen Ministry of Health (MoH) and Marie Stopes Zambia (MSZ) linkages in executing high quality family planning services through contracting and other forms of domestic health financing

Job Summary: The Health Financing Advisor will support district health offices to develop and implement innovative strategies for contracting to fill existing FP service delivery gaps. The advisor will also support government budgeting processes for the allocation of funding for family planning in order to bolster financial resiliency to domesticate and sustain the health financing contracting initiative.

Position based in Lusaka 50%, Copperbelt 50%

Specific Job Responsibilities

  • Provide high level technical assistance to the Ministry of Health in managing the flow-through contracting initiative at national and sub-national level.
  • Support MOH in the identification of districts for piloting contracted FP services.
  • Coordinate with district health offices and MSZ service providers calendar of FP outreach activities.
  • Facilitate data for decision making, planning and advocacy from the MSZ service delivery channels.
  • Provide content knowledge, technical assistance, consultation and support for the development and execution of health finance policy analyses, strategies, and costing throughout the planning cycle at district and national levels of MOH.
  • Write progress reports, policy and technical briefs to inform MOH and MSZ.
  • Support evaluation of the pilot to build the case for MSZ and MoH for contracting of FP service delivery.

Ongoing Advocacy Support

  • Support ongoing budget advocacy on the creation of sexual reproductive health (SRH) budget lines at district health level.
  • Engage in joint advocacy through national and district level Technical Working Groups.
  • Work with champions to raise demand for local policy makers to prioritise FP and SRHR.
  • Support mechanism for local budget tracking and use the reports for raising local government accountability on FP and SRHR priorities.

Key performance measures

  • Operational flow-through contracting model
  • # districts in which contract model is implemented
  • # districts with ASRH/FP budget line in place (with expenditure tracked against this)

Qualifications

  • Degree in Health Finance, Health or Social Sciences or related area from a recognized university.
  • Master of Business Administration will be an added advantage
  • More than 5 years’ experience providing technical assistance in the design, implementation, and/or evaluation of health finance and economics programs.

Skills and experience

  • Experience in the design, implementation and evaluation of healthcare finance and health economic policies and projects.
  • Experience and skills in financial analysis of health programs.
  • Experience with government allocation, budgeting and financial management systems.
  • Good interpersonal and relationship-building competencies, coupled with strong written and verbal communication skills
  • Strong analytical skills and technical proficiency with MS Excel and PowerPoint
  • Energetic, forward thinking, creative person with intellectual depth and high ethical standards.
  • Ability to travel between the Copperbelt and Lusaka
