CONSULTANCY FOR CHILD RIGHTS, GIRLS EQUALITY & WOMEN SITUATION ANALYSIS.
Plan International invites the public to a call for Consultancy for Child Rights, Girls Equality & Women situation analysis.

1.Purpose of the Situation Analysis

The primary purpose of the situation analysis is to inform the country management decision making about what Plan’s strategic choices will be for the next 5 years. It is a key step within the Country Strategy development procedures which involves collecting and analyzing information that helps Plan to understand the situation for children and young people’s rights and why the situation exists. A Country Strategy should be informed by robust analysis of the context to draw out the underlying causes of inequality and injustice for children, with the subsequent analysis enabling Plan International Zambia to better align with organisational purpose and theory of change.

The findings of the situation analysis will go together with the current CSP review finds/ recommendations to provide Plan international Zambia with an insight to position itself in order to take the strategic choices. The strategic choices will help the organization respond to the gaps in the fulfilment of child rights and equality for girls in the areas of it work in Zambia for the next CSP (2020-2025)

The analysis is expected to provide Plan international Zambia with a full and reliable picture of the level of fulfilment of the Children’s rights and girl’s equality in Zambia in the areas Plan currently works and will work in the future. It will also define the gap of what rights are not realized and who are the affected, and to define the structural causes of issues that are the platform for the organization to make strategic choices in the next CSP cycle.

2. Expected Qualifications

The Situation Analysis will be conducted by highly qualified independent external consultant. The consultant should have extensive experience in carrying out similar assignments. Knowledgeable in programme design and having working experience and/or solid technical knowledge of Non-governmental organizations. The consultant will have the overall responsibility for delivery of a quality situation analysis report in accordance with norms and standards acceptable internationally. The following are expected requirements of the consultant:

  • The Consultant must poses vast experience in conducting such analysis working with international NGOs and a traceable recommendation in carrying out such assignments. Preferable with Master’s Degree in Social Sciences, a PhD will be an added advantage.
  • Must have a strong background in programming particular expertise in Gender Programming, inclusion and disability.
  • The consultants should have ability to present credible findings derived from evidence and putting conclusions and recommendations supported by the findings.
  • Proper understanding of rigorous research designs involving multiple locations, respondents and processes.
  • Recent and relevant experience in working in developing countries in the past 3 years
  • Professional work experience in conducting studies of institutional and capacity development projects and programmes
  • Fluency and exceptional drafting and reporting skills in English is required.
  • Experience in the formulation, monitoring and strategy reviews
  • High level of professionalism and an ability to work independently and in high-pressure situations under tight deadlines.
  • The consultant must have working experience in Zambia and be familiar with the cultural background of rural communities where the project operates
  • Demonstrate experience with community development approaches; gender responsive participatory methodologies, advocacy, disability inclusion, environmental protection, and children participation.
  • Evidenced experience in conducting gender sensitive participatory qualitative and quantitative studies
  • Demonstrates meeting all legal requirements.

Interested applicants should provide a proposal covering the following aspects:

  • Detailed response to the TOR
  • Proposed methodology
  • Proposed timelines
  • CVs
  • Example of previous similar assignments
  • Detailed budget, including daily fee rates, expenses, etc.

Consultants are also requested to submit the following in the narrative/technical proposal:

  1. Company Registration Certificate.
  2. Valid VAT Certificate/TPIN
  3. A detailed financial proposal or breakdown of required materials and labour costs; with indication of period to complete works
  4. Certificate of Completion of previous works.
  5. No pending litigation status that would negatively affect this contract- Police Clearance.

CONSULTANCY SUBMISSION

Prior to depositing the Consultancy document in the Tender Box, ALL Consultants must sign in the Tender Deposit Register to be found at the Reception Desk. Consultancy documents should be entered in the register and deposited in the Tender Box situated at the Reception Desk at Plan International Zambia, Plot 87A Kabulonga Road, Kabulonga in Lusaka Office on or before the, 13th September, 2019 at 15 00hours.

The Consultant shall seal the Consultancy document in two envelopes and:

I. The outer envelope addressed to: Plan International Zambia, Plot 87A Kabulonga Road, Kabulonga, Lusaka.

II. Provide a warning: Not to be opened before 15 hours on 11th October, 2019

In addition to the identification required above, the inner envelopes shall indicate the Name and Address of the bidder to enable the Consultancy document to be returned unopened in case it is declared late.

If the outer envelope is not sealed and marked as above, Plan International Zambia shall assume no responsibility for the misplacement or premature opening of the Consultancy document.

Only sealed Consultancy Documents Clearly Marked “PLAN: CONSULTANCY FOR CHILD RIGHTS, GIRLS EQUALITY & YOUNG WOMEN SITUATION ANALYSIS ”   Must be deposited in the tender box situated at the Reception at Plan International Zambia, Plot 87A Kabulonga Road, Kabulonga office before 11th October, 2019 at  15hours’ local time OR EMAIL TO : [email protected]
