Job Title: System Implementation and Support Officer

Department/Unit: System Implementation and Support

Location: Lusaka, Zambia

Duration: Full-Time position

Reports to: System Implementation and Support Manager

Background: 

John Snow Health Zambia (JSH-Z) with support from USAID through the eSCMIS Project will continue assisting the Government of the Republic of Zambia in the rollout of a next-generation electronic supply chain management information system (eSCMIS). The eSCMIS Project aims to increase the use of health services, decrease disease burden and increase quality of life through ensuring appropriate quantities and quality of health commodities are available at health facilities to meet patient demands. Continuing the rollout of and provision of technical support to the existing eLMIS will enable a seamless transition from the activities being done under predecessor projects. Establishing public private partnerships to promote sustainability and eSCMIS transition to the government are key objectives in Zambia during this 5-year project plan. The eSCMIS Project will work closely with and in support of the Ministry of Health.

Position Description:

JSH-Z seeks a dynamic and highly experienced candidate for the position of System Implementation and Support Officer to be based in Lusaka, Zambia. S/he will work closely with the system implementation and support team as well as the IT team to oversee deployment of eLMIS to facilities, provide support to facilities with eLMIS as well as manage eSCMIS training requirements. The System Implementation and Support Officer will report to the System Implementation and Support Manager and help in achieving the project’s goals and objectives.

Roles and Responsibilities:

  • Train and support end users in the accurate use of hardware and the eSCMIS suite of software.
  • With MOH super users and IMPACT teams, deploy FE eLMIS at health facilities and hubs including setup configuration of the eLMIS, providing basic Local Area Network troubleshooting at health facility according to developed standards and procedures.
  • Ensure manual logistics forms and standard operating procedures are closely adhered to at health facilities.
  • Capture data from manual logistics forms into FE eLMIS during facility initiation including migrating data from existing systems into latest version of CE and FE eLMIS.
  • Manage project database for facility equipment inventory including detecting misuse of facility equipment.
  • Man the eSCMIS helpdesk and work with key counterparts to train on how to manage the call center.
  • Work as a team to resolve queries / requests / complaints and provide timely, relevant and appropriate solutions including timely updating of JIRA Service Desk according to developing helpdesk procedures.
  • Collaborate with end users, developers and project technical staff to ensure eLMIS including data in the systems constantly operate efficiently and meet the needs of end users.
  • Participate in the design, testing, implementation and maintenance of systems and respond to requests from end users.
  • Work across teams to implement the IMPACT team structure for ensuring a data analysis culture throughout the MOH supply chain system.
  • Collaborate with Finance and Administration teams to coordinate end user trainings and meetings.
  • Implement and adhere to JSH-Z’s personnel and fraud management policies.
  • Perform other duties as assigned by the System Implementation and Support Manager or other senior staff.

Qualifications:

  • Diploma in the field of Information Systems, Pharmacy, Biomedical Sciences or other Social Sciences;
  • At least three (3) years of experience in implementing Logistics Management Information Systems such as eLMIS, Supply Chain Manager, PipeLine, etc.);
  • Knowledge of Open Source databases such as PostgreSQL and MySQL, Open Source programming languages such as Java, Python, C++ will be added advantage;
  • Strong representational and interpersonal skills;
  • Ability to prepare and deliver public presentations;
  • Excellent written and verbal communication and presentation skills in English;
  • Strong initiative and self-motivation required, with a commitment to teamwork.
  • Experience with USAID and other donor agencies;
  • Experience in logistics/supply chain management and/or public health commodities, especially HIV/AIDS and Laboratory commodities;
  • Attendance at a logistics management training course;
  • Training experience;
  • Ability to travel for extended periods of time in-country to support technical activities;
  • Willingness and ability to travel internationally, including to the US.

Supervision and Reporting:

The System Implementation and Support Officer will work under the guidance and supervision of the System Implementation and Support Manager.
