WWF Zambia Request for Proposals to:

Summary deliverables.

  1. Develop a communications strategy and tactical implementation plan – for the New Deal for Nature and People (ND4NP) campaign of WWF Zambia into measurable objectives and prioritized high impact communication and marketing activities.
  2. Develop and implement a communications campaign – to support public mobilization for high political level advocacy for the ND4NP.
  3. Message development and Content creation: Development of key ND4NP messages relevant to the Zambian context.  Development of creative assets (documentaries) to be used to engage decision makers and public on our objectives, which includes;
    • Development of local radio content on ND4NP to be aired through popular radio stations.
    • Development of national radio and TV content on the ND4NP.

1. BACKGROUND and INTRODUCTION to ND4NP RFP

a) About the New Deal for People and Nature

WWF International in implementing the ND4NP whose goal is to protect and restore nature for the benefit of people and planet – proposing no more loss of natural spaces or extinctions as well as halving the negative ecological impacts of production and consumption. WWF is implementing a national campaign to feed into the international process to secure bold and strong high level political commitments and targets in the 2020 super year to protect nature for people and planet.  In Zambia WWF Zambia will use the ND4NP to strengthen coordination of its conservation program. For WWF Zambia it will be an extra program to bring together and communicate our conservation programs as one. These include fresh water conservation, wildlife conservation, forest conservation and climate change. Our work also includes a focus on community conservation, business and environmental stewardship   and sustainable tourism, energy and agriculture.

2. PURPOSE of ND4NP Request For Proposals (RFP)

WWF Zambia is seeking proposals for assistance with developing a communications strategy and tactical plan to create relevance, public mobilization and visibility of its WWF Zambia overall conservation agenda through its new 2020 New Deal for Nature and People Campaign. The proposal should include relevant crafted compelling messages and a tactical public mobilization campaign to make a case for public support in Zambia towards the ND4NP campaign.

WWF Zambia’s ND4NP campaign program has the vision to mobilize the public to call on high level political actors including the head of state President Edgar Lungu to commit to policy actions and specific investments to address threats to   nature and reverse the rapid threats to loss of nature in Zambia.   That will lead to the protection of species and prevention of extinctions, protecting of important biodiversity habitats and hot spots and promotion of sustainable production and WWF seeks support to develop and implement an effective communication plan, with sharp messages delivered to targeted audiences that influence Zambia’s high level decision making at national and international levels in favor of protecting nature and reversing biodiversity loss in Zambia. The campaign plan should propagate those key messages that will influence high level political actors /Decision makers in Zambia to prioritize investment in protection of nature and becoming Zambia’s ambassadors on international platforms calling for a new deal for nature and people.

WWF Zambia may contract with separate vendors for each of the communication objectives/deliverables below depending on evaluation of proposals and vendor qualifications. Vendors may propose work to complete one of the objectives separately or both together. If WWF Zambia contracts with separate vendors, then we expect the vendors to work collaboratively to achieve both in a timely and effective manner for which specific delivery time lines will be clearly agreed and locked within the actual contracts of agreement with specific vendors engaged, should they be successful.

WWF Zambia will accept any written questions on the scope of this RFP  by 11th June, 2020 submitted by email to the ND4NP Country Focal Point using the following email address [email protected] .All answers to written questions will be provided to all applicants registering contact information with the Country Focal Point before this date.

Selection of the contractors and final Scope of Work and budget will be performed by the ND4NP selection team and all vendors will be notified of the outcome of the process no later than two weeks after the deadline.

3. SUBMISSION REQUIREMENTS and QUALIFICATIONS

Qualified Consultants, PR and creative companies who meet the following qualifications will be considered for this application/assignment:

  1. A Masters’ degree in Communications is preferred, particularly for the lead consultant with no less than 5 years undertaking similar assignments for profit or nonprofit entities.
  2. A consistent track record of successful and effective strategic and creative communications support for advocacy with high impact outcomes that can be clearly referenced
  3. Demonstrated experience in running successfully at least 3 communications campaigns using a mixed range on communications marketing and campaign tools that include online platforms. Experience of running such campaigns for not for profit organizations is a must.
  4. Clear understanding and knowledge of WWF Zambia mission and vision.
  5. Proven experience in developing media buy programs, including traditional and new media – knowledge of the local advertising landscape
  6. Must have a good media network locally, nationally that can be leveraged to support the delivery of key objectives of the ND4NP campaign. Linkages to regional media networks are an added advantage
  7. Demonstrated experience in developing effective and creative marketing partnerships may be considered an asset.

4. STRUCTURE OF PROPOSALS:

The proposal structure submitted to the WWF Zambia is the applicant’s sole responsibility. However, it is the expectation that an applicant will present a proposal that reflects how the objectives of the assignment and summary deliverables will be achieved. The proposal should add the following information in the proposal document:

  1. One-page executive summary with contact information of applicants
  2. Capacity statement -Description of Experience supporting similar work – Results, deliverables, and team member roles players per client or project
  3. A technical proposal Nd4NP with detailed work plan and implementation schedule with proposed measurable outputs and outcomes
  4. A financial proposal and budget costing proposed outputs and key activities.
  5. Proposed Team members and clear identification of their roles and qualifications in relation in proposed outputs
  6. Submission of CVs matching with the required qualification and experience for this assignment.
  7. Three client references

8. ABOUT PROJECT

WWF Zambia has been operating in the country since 1962 and currently operates several nationwide programmes focusing on Fresh Water; Climate Change and Energy; Wildlife and Forestry among others through partnerships with both public (government) department and ministries, private sector and civil society layers alike.

With financial support from WWF UK, WWF Zambia is implementing a New Deal for Nature and People (ND4NP) Project, in which we strongly believe climate, nature and sustainable development issues are closely interlinked and cannot be addressed in silos. To accelerate progress on achieving global goals set by world leaders in these areas, we need to make nature a top priority and forge an integrated approach to climate, nature and sustainable development.

We have before us an unparalleled opportunity as we head into 2020 − a critical year in a number of ways. The world will review its progress on the Sustainable Development Goals (SDGs), including the goals related to nature, and take the next important step with the Paris Agreement as countries enhance and improve their nationally determined contributions (NDCs). A new 10-year strategic plan for biodiversity under the UN Convention on Biological Diversity will be agreed and the world will come together to celebrate 75 years of the UN. It is also proposed that 2020 will be the beginning of the decade of ecosystems restoration.

We need a global collective decision, a New Deal for Nature and People (ND4NP), by 2020 to bring together these as yet disconnected efforts. This should be reflected in a strong endorsement by Heads of State in 2020 that strengthens global targets and mechanisms to reverse the loss of nature and to protect and restore nature by 2030, in support of and underpinned by the SDGs and the Paris Agreement.

We must also capitalize on this unprecedented opportunity by substantially strengthening the UN Convention on Biodiversity (CBD) through:

  1. A new narrative that positions a healthy planet as indispensable for human development
  2. A post-2020 CBD framework equipped with fewer, ambitious, and measurable targets to mitigate the drivers of nature loss, and contribute more effectively to mitigating climate change
  3. National actions by all countries (Zambia included) to address the loss of nature which will, collectively, add up to delivering strengthened global targets.

In parallel, this will galvanize momentum so that urgent actions are taken by business, governments, youth, indigenous people and civil society that, together, will reverse the trend of nature loss.

A New Deal for Nature and People is needed. A deal that makes it socially, politically and economically unacceptable to sit back and watch the destruction of nature. A deal focused on tackling the underlying root causes of nature’s decline. A deal that not only stops the catastrophic loss of nature, but leads to a collective global programme of recovery. We need a New Deal for Nature and People to unite world leaders behind the biggest issue of our generation and catalyze a new movement that can and will save our planet.

Main objective of the project: By 2020, the Head of State (HOS) and Biodiversity Ministries publicly commit at key international moments to prioritizing investments in protecting nature and reversing the loss of nature in Zambia in support of a New Deal for Nature and People

6. GOAL, OBJECTIVES, and SCOPE OF WORK OUTLINE:

Goal:

Propose a time-bound 6 months’ measurable communications and public mobilization plan to 1) create a public profile of the New Deal for Nature and People (ND4NP) as a whole and 2) drive and track mass public engagement and support for high level political actors to make emergency calls for a new Deal for Nature and People (ND4NP).

The objectives of the strategic communication and public mobilization plan are to: –

  1. Develop strong, compelling, relevant message in support of the ND4NP campaign targeting high political actors including the Head of State (HOS).
  2. Work with the Communications and Advocacy Consultant and the ND4NP focal point to create awareness and generate interest and knowledge of the ND4NP campaign targeting the public and particularly the Head of State and his Biodiversity Ministries.

The following Scope of Work details is intended to guide applicants on the core requirements, the proposal should include;

  1. Develop a detailed, phased and costed strategic communication & advocacy plan incorporating a specific series of measurable and attainable tactics to build a sustainable audience in line with project vision and strategic objectives
  2. Recommend new and creative cost-effective or neutral campaign approaches, partnerships, tactics etc. for the ND4NP project,
  3. proposes a high impact physical branding of the campaign that aligns with WWF Zambia mission and vision
  4. Propose a concept, wording and framing most acceptable to targeted audiences to demand the declaration of the New Deal for Nature and People (ND4NP) in Zambia.
  5. Develop a prioritized list of target audiences including potentially for and against the ND4NP campaign in Zambia.
  6. Propose relevant and high impact messages and storyboard to connect to the target audiences.
  7. Propose and develop prioritized and high impact content series to reach targeted audiences including those potentially for and against the campaign
  8. Identify key activities and various channels to drive the messages of the campaign.
  9. Propose branding materials and activities for the program and the campaign online and offline
  10. Develop and implement a digital campaign plan to help build the case for the New Deal for Nature and People and increase the profile of the project in the mainstream media.

WWF Zambia will evaluate submitted proposed based on the following criteria.
