Background Information
Founded in 1958 by Sweden’s cooperative movement, We Effect is a development organization active in over 20 countries across Asia, Eastern Europe, Latin America, and Africa. Our Southern Africa operations cover Zambia, Zimbabwe, Mozambique, and Malawi, focusing on sustainable rural development and adequate housing. We collaborate with member-based organizations, empowering women and men living in poverty through a human rights-based approach. Our work emphasizes securing equal rights and access to productive resources for women in partner organizations like farmer groups, housing cooperatives, and savings associations. Our values include respect, transparency, and togetherness.

The We Effect Zambia Country Office is implementing a Women’s Economic Empowerment Project in nine districts across three provinces (Southern, Eastern, and in Western Province) to enhance women’s participation in agricultural value chains. This initiative aims to affirm women’s contributions, uphold dignity, and promote gender equality. Mobilized into groups and associations, women leverage collective power, and voice for scale and impact.

REQUEST FOR PROPOSALS

Construction of five (5) Warehouses in Central, Eastern and Southern Provinces

Invitation to submit proposals from reputable Contractors for the construction of Warehouses in the following districts:

a.      Chadiza

b.      Choma

c.      Kalomo

d.     Mumbwa

e.      Zimba

SPECIFICATIONS

The specifications for the warehouses are as follows:

i.        Length :14mtrs

ii.       Width: 9mtrs

iii.      Height: 5mtrs

iv.     Foundation type – Concrete floor with Spread footing

v.        Roofing type – built up roofing type with corrugated roof

vi.        Supports System – reinforced Concrete Frame Structure

vii.       Works will  include

• CONCRETE, FORMWORK AND REINFORCEMENT
• BRICKWORK
• ROOF COVERINGS
• JOINERY AND IRONMONGERY
• STRUCTURAL STEEL AND METALWORK
• PLUMBING
• ELECTRICAL WORKS
• FLOOR, WALL AND CEILING FINISHES
• GLAZING
• PAINTING, DECORATION AND SECURITY REINFORCEMENT

1.       The selection criteria will be Technical and Financial

•   TECHNICAL CRITERIA (Minimum requirement) will be carried out based on the following:

a.      Experience – contractors shall attach previous works performance letters from NGOs, Government Departments and Other Organisation in similar type of work.

b.      Valid Accreditation to relevant governing government institutions for the company and its proposed employees.

c.      Technical proposal with work schedule and concise timelines for carrying out works.

• FINANCIAL CRITERIA will be carried out based on Bidder’s Liquidity to run the contract. interested vendors should provide at least 3 months latest bank statement

BIDDING PROCEDURES AND INSTRUCTIONS FOR PROPOSALS

Eligibility

1.       Contractors shall be domiciled and licensed to do such jobs in Zambia as specified in the tender and shall furnish a copy of its valid license, Grade 6B or 5B are acceptable for the current fiscal Zambian year. The Bidder shall not be under a declaration of ineligibility for corrupt or fraudulent practices.

2.      Contractors shall have among proposed staff  for this assignment, personnel  registered with valid relevant membership to governing bodies

Prospective contractors are required to submit the following:

• Company Profile
• Registration from relevant institutions, Certificate from Pacra, ZRA, NCC, EIZ ZIA
• Evidence of similar past or completed works in the last three years.
• Tax Clearance Certificates
• Financial Statement for the past three months
• Technical Proposal of proposed works including timelines
• Qualifications for Key Personnel
• A Clear Work Schedule and turnaround time for works
• List of Equipment that will be mobilized.

Notes for  the contractors

• It is essential that the prospective Contractors are familiar with the general area where the WORKS.
• Contractors can bid for   works in more than one district provided they show capacity to carry out works simultaneously.

Deadline for submission is 20th May,2024 at 12:00hrs

Award of Contract

Only vendors who submit all requested mandatory legal and technical  documents will pass from the  technical and preliminary stage to submission of  financial offer.

We Effect reserves the right to request submission of additional information from prospective Vendors, and make changes to  the specifications.
