Consultancy to Develop a Resource Mobilization Strategy for National Action for Quality Education in Zambia (NAQEZ)
1. Background
The National Action for Quality Education in Zambia (NAQEZ) is a civil society organization in the education sector dedicated to promoting access, equity, inclusivity and quality in the education sector. Since its establishment in 2015, NAQEZ has played a key role in advocating for education reforms, influencing policy and amplifying the voices of communities, educators and learners in shaping Zambia’s education agenda.
As part of its strategic development and sustainability goals, NAQEZ seeks to enhance its resource base and donor engagement through a structured and comprehensive Resource Mobilization Strategy.
To support this goal, NAQEZ seeks to engage a qualified Consultant to lead the development of a Resource Mobilization Strategy and build internal capacity through training sessions with staff and board members.
2. Objective of the Consultancy
The main objective of this consultancy is to develop a comprehensive Resource Mobilization Strategy for NAQEZ and to train staff and board members on resource mobilization best practices, tools and techniques to ensure effective implementation and sustainability.
3. Scope of Work
The Consultant will work closely with NAQEZ Program Manager to:
Conduct a resource mobilization needs assessment and organizational capacity review.
Map existing and potential funding opportunities, including local and international donors, private sector, government and other stakeholders.
Review NAQEZ’s current fundraising practices and identify strengths, weaknesses, and opportunities.
Develop a 5-year Resource Mobilization Strategy aligned with NAQEZ’s Strategic Plan and mission.
Provide practical recommendations on:
- Diversifying funding sources, proposal development, donor engagement and relationship management and Strategic partnerships
Facilitate a 3-day training workshop for staff and board members on:
- Resource mobilization approaches, proposal writing and donor mapping, Organizational fundraising culture
4. Deliverables
The Consultant is expected to deliver the following:
Inception Report (including detailed methodology, work plan and assessment tools)
Resource Mobilization Needs Assessment Report
Comprehensive Resource Mobilization Strategy (including donor mapping, objectives, actions)
Training Materials and 3-day Training Workshop for NAQEZ staff and board members
Final Consultancy Report summarizing process, findings and recommendations
5. Duration and Level of Effort
The consultancy will be conducted over ten (10) working days.
6. Reporting and Supervision
The Consultant will report directly to the Executive Director of NAQEZ or a designated representative.
7. Required Qualifications and Experience
Minimum of a Master’s degree in Development Studies, Strategic Management, Public Policy, or a related field.
Proven record of accomplishment in developing resource mobilization or fundraising strategies for NGOs/CSOs.
At least 3 years of relevant experience in consultancy, fundraising and donor engagement.
Experience conducting organizational assessments and facilitating trainings.
Strong understanding of Zambia’s education sector and donor landscape
Excellent communication, facilitation and report writing skills.
