Early childhood is a crucial stage of life in terms of a child's physical, intellectual, emotional and social development. At the age of 0 to 3 years, children need high quality personal care and psycho-social stimulation. There was strong and growing evidence that high quality care in the early years (0-6) years can act as a springboard for success in school. In turn, education provides vulnerable children with a chance to escape poverty, build a more secure future and realize their full potential.
Plan International Zambia Central program Area is constructing an Early childhood Education centre in Chikonkonmene Community. The centre will have all the necessary modern facilities which includes a flushable toilets.
It is against this background that Plan International Zambia Central Program Area is seeking a bid proposal from qualified authorized or recognized contractor/firm to undertake the completion of a 1x2 class room block and construction of an Ablution block at Shamakulika ECE Community School.
Objective:
To complete a 1 x 2 class room block and construct hygienic and accessible toilets at Shamakulika ECE Community School to improve sanitation, health, and learning environments for pupils and staff.
Site Visit (Mandatory)
Interested bidders will conduct a MANDATORY site visitation to the site at their own expense. Site visit will be conducted on Thursday 2nd October 2025 at 08:30am. The meeting point will be at Plan International Zambia offices situated at Plot No 668 Johnson Rd, Kabwe.

Time for Completion
The contracted work duration is expected to be 12 weeks upon signing of the contract. The contractor should properly clean up the site before hand over of the final report.
Inspection and certification
The works will be supervised by the Ministry of Education Buildings officer. Completion of Work will be inspected by the Ministry of Education buildings Officer for Chisamba and Plan International. If the services are not found satisfactory as per Contract of Agreement, it shall be rejected wholly or party. Contractor/ firm will replace at this own cost quantity which upon inspection are not found in conformity with the agreed Contract. Contractor is also liable to reimburse all losses suffered by Plan International or any additional cost sustained from the non-conformity of services supplied by the Contractor.
The buildings Officer will upon satisfaction of the works certify and issue a completion certificate to Plan International
Evaluation Criteria
1. Administrative requirements
· ZPPA supplier registration
Company registration certificate with form III indicating shareholding structure.
Valid VAT tax registration/clearance certificate
Valid Power of Attorney.
Bids Validity 120 calendar days
Litigation status indicating supplier has no pending litigation that would negatively affect the execution of this contract. This shall be provided by a registered legal practitioner or attorney. A written statement by the bidder himself shall not be accepted. Non- compliance with this requirement will result into disqualification of the bid.
Valid NCC Grade 5 or better
Workers compensation compliance

2. Technical requirements
· Relevant Experience (20%): Bidders should have completed at least 2 projects of similar nature and size completed in last 3-4 years. This information should be supported with evidence documents. The documentary evidence shall comprise: copy of verifiable contracts/LPOs together with its corresponding proof of performance such as copies of completion certificate, Payment Voucher for Invoice(s), or copy of signed payment certificates from the previous clients. Bidders must provide referees contact details (phone number and email) who maybe contacted as part of the due diligence process.
· Personnel & Key Staff (15%): The Bidders must demonstrate that they will have the Key Personnel for the key positions that meet the following minimum qualifications and experience with their detailed Curriculum Vitae (CV) and copies of their certificates attached. A Bidder shall be rejected for Failure to submit a CV or Copy of educational qualification for any of the Key personnel.
1. Project Manager / Contract Manager
Qualification: Bachelor’s degree in Civil Engineering / Construction Management.
Registration: Registered with the Engineering Institution of Zambia (EIZ).
Experience: 8–10 years in managing similar construction projects.
2. Site Engineer (Civil / Structural)
Qualification: Degree or Diploma in Civil Engineering.
Registration: EIZ membership.
Experience: 5+ years in supervising site works, quality control, and contract implementation.
3. Clerk of Works / Site Supervisor
Qualification: Diploma/Certificate in Building / Civil Engineering.
Experience: 3–5 years in site supervision and day-to-day works monitoring
· Equipment & Plant Capacity (15%): Bidders must demonstrate ownership or ability to hire the following equipment:
1. Scaffolds
2. Concrete mixer
3. Compactor
4. Wheelbarrows, shovels, picks, etc. for manual handling
5. Generator
6. Safety and Support Equipment: Personal Protective Equipment (PPE) For all workers, including helmets, gloves, goggles, and safety vests. First Aid Kits For treating minor injuries on-site.
· Methodology & Work Plan (10%): Bidders must demonstrate understanding of works, construction methodology, proposed works schedule which should include mobilization, quality assurance, safety plan. These MUST be submitted as a part of the proposal
· Financial Capacity (10%)
Bidders must demonstrate financial capacity by submitting audited and certified financial statements for the last 2 financial years. The statements must be audited by an independent, licensed auditor, and must include the auditor’s signed opinion OR Providing letter of finance from the bank OR submission of 12 months company bank statement.
· Financial Evaluation (30%)
Comparison of prices will be in ZMW. BOQs will be subjected to arithmetic corrections where applicable. Submissions will be subjected to competitive pricing relative to scope and market rate as well as budget clarity & justification. Bidders must show Clear breakdown of costs as per BOQ and ensure that estimates align with the works.
Evaluation will be based on compliance of the above. Failure to submit any of the above will lead to disqualification.
Note to bidders:
1. Bidders MUST quote for the completion of works and the construction of the ablution block. Both works shall be awarded to one successful bidder. Works shall NOT be split.
2. No subcontracting of the works shall be permitted
3. Defects Notification Period shall be 12 months.
4. Payment terms: Plan International Shall pay the contractor an upfront percentage 20% to mobilize resources. This will be paid against a valid advance payment guarantee from a bank in Zambia. The balance will be paid as a lumpsum at the end of the contract. The APG shall be required within 7 days of signature of the contract
5. Plan international Zambia will withhold 10% of the last payment to ensure defects are corrected during the defects liability period. The retention shall be released after successful completion + warranty period
The bidder with the highest combined score i.e. Technical + Financial will be awarded the contract, subject to due diligence
