Consultancy to Analyse Governance Data for Nkala GMA and Co-develop a Community Feedback Mechanism & Integrated Dashboard for the Kafue Landscape
Introduction and Overview
It is the intention of The Nature Conservancy (“Conservancy” or “TNC”) to solicit Proposals for the provision of Consultancy to Analyse Governance Data for Nkala GMA and Co-develop a Community Feedback Mechanism & Integrated Dashboard for the Kafue Landscape. Those receiving this Request for Proposal (“RFP”) are referred to as “Vendor”.

Project Background
The Greater Kafue Ecosystem (GKE) includes Kafue National Park and its surrounding Game Management Areas (GMAs), where communities and wildlife co-exist. Governance within GMAs- specifically transparency, accountability, equitable benefit sharing, and strong feedback looks – significantly influences conservation and community Livelihood outcomes.
TNC is implementing an initiative to strengthen community governance, adaptive management, and community-led monitoring systems. Nkala GMA is a priority site where governance data has recently been collected through community surveys.
This consultancy aims to:
- Analyze the existing governance dataset from Nkala GMA
- Conduct Focus Group Discussions and Key Informant Interviews as part of the validation process
- Develop a governance diagnostic report; and
- Co-design with Nkala community structures a practical, inclusive community-led feedback mechanism and integrated dashboard, aligned with TNC Zambia Strategy Theory of Change.
This pilot will serve as the basis for scaling up across the other GMAs where TNC is implementing conservation interventions.
The purpose of this consultancy is to generate a clear, evidence-based understanding of governance performance in Nkala GMA and strengthen community-led decision-making systems. It aims to analyse and validate existing governance data to identify challenges, gaps, and opportunities, and to translate these findings into a practical governance report that can inform local and landscape-level actions. At the same time, the consultancy will work directly with the Nkala community, CRB leadership, and TNC to co-design an inclusive, culturally appropriate feedback mechanism and an integrated dashboard that enables communities to voice their concerns, track responses, and engage more transparently in governance processes. Ultimately, the consultancy will help establish a scalable model for participatory governance monitoring and adaptive management across the wider Kafue landscape.
Proposals Submission
Vendors must submit their proposals through the email addresses africa.tenders@tnc.org on or before the submission due date and time indicated on the RFP document on the link. Any proposal received after that date and time shall be disqualified from proceeding to the evaluation stage. TNC will not accept hardcopy proposals.
