1. Background and Strategic Context
The World Wide Fund for Nature (WWF) is an independent conservation organization, with over 30 million followers and a global network active in nearly 100 countries. WWF’s mission is to stop the degradation of the Earth’s natural environment and to build a future in which humans live in harmony with nature by conserving the world’s biological diversity, ensuring that the use of renewable natural resources is sustainable, and promoting the reduction of pollution and wasteful consumption.
WWF Zambia works with Sub-Recipients (SRs) to deliver conservation outcomes efficiently, accountably, and in compliance with donor and WWF Network requirements.
As part of its Office Strategic Plan (OSP), WWF Zambia seeks to strengthen financial stewardship, program quality, risk management, and partner accountability. Effective SR management is a critical enabler of these capabilities.
2. Purpose of the Assignment
To design and institutionalize a standardized, risk-based Sub-Recipient management framework that strengthens WWF Zambia’s OSP capabilities across the full grant lifecycle.
3. Objectives
The Objective of this assignment includes:
- Develop risk-based SR due diligence tools and establish strong internal controls and compliance framework
- Strengthen expenditure retirement practices
- Standardize quarterly SR reporting
- Establish auditable SR close-out procedures
- Build internal SR capacity through trained Grant Accountants
4. Scope of Work
The consultant will develop:
- SR Due Diligence and assessment/ capacity building Toolkit
- Expenditure retirement procedures and templates
- Quarterly monitoring and reporting tools
- SR close-out procedures
- Training package for Grant Accountants

- SR Financial Retirement Guide

6. Duration
February 2026 – 31 March 2026.
7. Reporting
The consultant will report to WWF Zambia Finance Manager and Chief Operating Officer
8. Eligibility Criteria
Interested bidders must meet the following criteria:
- Minimum of seven (07) years of grants/SR management experience
- Strong donor compliance expertise
- Proven systems development and training experience
- Demonstrated technical capacity to deliver the assignment at hand
9. Submission Requirements

- Company profile including relevant expertise and qualifications
- Company registration documents
- Valid Tax Clearance Certificate
- Valid NAPS Compliance Certificate (is this NAPSA)
- Technical proposal with full methodology for the proposed assignment
- Financial proposal in ZMW for the proposed assignment
- Three traceable references in relation to the assignment at hand
