About the Project
CBM International is seeking a qualified consultant or firm to conduct an end-line evaluation for the regional project "Enhancing disability-inclusive DRR capacities and strengthening resilience against climate-related disasters" (Project No. PG10008). The project is implemented in Zambia, Zimbabwe, and Malawi, with funding from the German Federal Ministry for Economic Cooperation and Development (BMZ).
The evaluation will assess the project’s effectiveness, relevance, efficiency, impact, coherence, and sustainability, with a strong focus on disability-inclusive Disaster Risk Reduction (DiDRR), Climate Change Adaptation (CCA), gender equality, and child safeguarding.
Scope of Work
The evaluation will cover the full project period (November 2022 – December 2025) and include:
• Geographic areas: Mambwe and Gweembe Districts (Zambia), Muzarabani District (Zimbabwe), and Nsanje District (Malawi), plus regional activities.
• Target groups: Persons with disabilities, OPDs, VSLA groups, smallholder farmers, state/non-state actors, school committees.
• Key focus: Progress against three outputs (regional policy inclusion, national capacity strengthening, community-level adaptation and livelihoods).
Methodology
Mixed-methods approach (quantitative household surveys, qualitative KIIs/FGDs, case studies, document review). Sampling must over-sample persons with disabilities (minimum 20% of sample). The evaluation must be participatory, accessible, and rights based.

Timeline
Approximately 10 weeks (May – June 2026), including 15 days of fieldwork across three countries.
Qualifications Required
• Team Leader must have a master’s degree in Rural Development, Social Sciences, DRM, Public Health, or related field.
• Proven experience in end-line evaluations for international donors (BMZ experience strongly preferred).
• Expertise in Disability-Inclusive Development, DRR, CCA, and livelihoods programming.
• Strong quantitative (SPSS/STATA) and qualitative (NVivo) skills.
• Experience working in Southern Africa (Zambia, Zimbabwe, Malawi essential).
• Ability to engage inclusively with persons with disabilities.
• Fluency in English required; knowledge of local languages (e.g., Nyanja) a strong asset.
• Previous work with CBM or BMZ-funded projects is an advantage.
• Must sign and abide by the CBM Child Safeguarding Policy.
Payment Terms
• 40% upon approval of Inception Report & Work Plan
• 30% upon approval of Draft Report
• 30% upon approval of Final Report & Presentation
