JOB PURPOSE
The Food and Economic Security (FES) Coordinator provides strategic, technical, and operational leadership for Oxfam’s food security, livelihoods, resilience, and economic justice humanitarian programming across the Southern Africa (SAF) Cluster.
The role is responsible for ensuring that Oxfam’s food security and livelihoods interventions are technically robust, partner-led, gender-responsive, and fully aligned with Oxfam’s humanitarian mandate, localisation agenda, and the broader 2026–2030 SAF Strategy. It supports the design, implementation, and adaptive management of integrated programming that addresses immediate humanitarian needs while strengthening resilience, economic recovery, climate adaptation, and long-term systems change.
As a core specialist within Oxfam’s humanitarian and nexus architecture, the FES Coordinator strengthens the Cluster’s technical capacity to respond to increasingly complex food, climate, and livelihood shocks while linking emergency response to resilience-building, social protection, and economic justice priorities. The role contributes directly to anticipatory action, programme quality, partner strengthening, regional influencing, and technical thought leadership.
Working under the Humanitarian Action Programme Manager, the role operates with significant autonomy in complex and rapidly evolving humanitarian contexts, requiring strong technical expertise, operational judgement, systems thinking, and the ability to coordinate effectively across multiple countries, partners, and stakeholders. Through this function, Oxfam strengthens its role as a credible regional actor capable of delivering principled, locally led, and strategically integrated humanitarian responses across Southern Africa
The role requires a high level of technical and operational expertise, analytical capability, and the ability to operate with autonomy in complex and rapidly evolving emergency contexts.
Essential Qualifications
- Master’s degree in Food Security, Agriculture, Humanitarian Studies, Development Studies, Social Sciences or related field.
- Five (5) years of relevant experience in humanitarian response, food security, livelihoods, cash programming, and resilience programme.
- Proven experience in multi-country programming, emergency response, partner-led implementation, and technical programme leadership.
- Ability to operate in high-pressure environments and adapt to changing conditions.
- Proven experience working with national or regional partners supporting programme implementation including working across multi-country or multi-stakeholder environment
- Strong technical expertise and ability to integrate programme design with influencing and policy work.
- Strong communication, analytical, and decision-making skills.
- Ability to build strong, credible relationships with internal and external individuals and organisations
- Excellent personal communication skills, in written and verbal English, with strong influencing and persuasive skills
- A high level of self-awareness, personal energy, stamina and flexibility.
- Proven experience as a team worker and demonstrably cooperative with members of other teams
- Commitment to Oxfam’s safeguarding policies to ensure all people who come into contact with Oxfam are as safe as possible.
Desirable
- Portuguese language capability.
- Southern Africa regional experience.
- Experience with anticipatory action and climate adaptation.
- Knowledge of institutional donor systems.
- Commitment to Oxfam’s overall aims and policies and experience of promoting gender equity and diversity and the interests of marginalized people in all aspects of Oxfam’s work.
- Ability and willingness to travel regularly, at times at short notice, locally and regionally.
