1. CIVIL ENGINEER (01)
Reporting to: Project Manager
Employment Type: Fixed-Term Contract of twelve (12) months:
Position Purpose
The Civil Engineer conducts condition assessments, plans and supervises preventive and corrective maintenance, and manages the rehabilitation of existing WASH infrastructure including tank stands, kiosks, reticulation networks, and other civil works across the portfolio of solar-powered piped water systems. The role ensures infrastructure remains safe, functional, and compliant with engineering standards, and supports asset management, operational continuity, and the long-term sustainability of water and sanitation services through collaboration with district authorities, community structures, and Circuit Riders/Area Pump Minders.
Key Responsibilities:
Infrastructure Condition Assessment & Asset Management
· Conduct condition assessments of existing WASH infrastructure across the solar-powered water systems (tank stands, kiosks, reticulation, and other civil works).
· Maintain and update the portfolio-wide asset register, including infrastructure condition, maintenance history, and risk profiles.
· Recommend rehabilitation, repair, and asset replacement priorities based on Remote Monitoring Unit (RMU) data and field assessments.
· Support lifecycle asset management and replacement planning for civil infrastructure.
Preventive and Corrective Maintenance
· Plan and supervise preventive and corrective maintenance of civil infrastructure components across the portfolio.
· Develop maintenance schedules, technical guidelines, and standard operating procedures for field teams and Circuit Riders/Area Pump Minders.
· Supervise rehabilitation works and minor civil improvements (e.g., tank stand repairs, kiosk upgrades) to ensure quality workmanship and compliance with engineering standards.
· Conduct inspections and certify completed maintenance and rehabilitation works.
Quality Assurance and Water Safety
· Inspect maintenance and rehabilitation works to ensure compliance with specifications and engineering standards.
· Support Water Safety Planning and water quality infrastructure improvements, including chlorination systems and storage protection.
· Identify infrastructure defects and recommend corrective actions.
· Ensure infrastructure meets durability, safety, and operational requirements.
Environmental and Social Compliance
· Ensure compliance with environmental, health, and safety requirements during maintenance and rehabilitation activities.
· Promote climate-resilient engineering practices in rehabilitation and infrastructure improvement works.
· Ensure maintenance and rehabilitation activities minimize environmental and community impacts.
Technical Support and Field Coordination
· Provide technical guidance and mentoring to the WaSH Technician, Circuit Riders/Area Pump Minders, and community operators.
· Support escalation and resolution of complex civil/structural faults reported through the Circuit Rider network.
· Participate in technical coordination meetings and quarterly portfolio review sessions.
· Liaise with District Councils, District WASH Committees, Water User Committees, and local communities on infrastructure condition and maintenance priorities.
Stakeholder Coordination and Sustainability Support
· Support Government co-financing engagement on infrastructure sustainability and major-maintenance planning.
· Provide technical input to District WASH Committee and Water User Committee governance and sustainability planning sessions.
· Support community engagement and infrastructure protection initiatives alongside the Church & Community Mobilization team.
Reporting and Documentation
· Prepare technical reports, condition assessment reports, and maintenance/rehabilitation completion reports.
· Maintain accurate infrastructure records within the centralized asset management and RMU platform.
· Support quarterly portfolio performance reporting and annual sustainability performance reviews.
Attend to other duties as may be assigned.
Qualifications, Skills, and Experience
· Bachelor's degree in Civil Engineering.
· Registered Engineer with the Engineering Institution of Zambia (EIZ).
· A minimum of five (05) years of relevant experience in civil engineering, preferably in the WASH sector, including infrastructure maintenance, rehabilitation, and asset management.
· Experience conducting condition assessments and supervising the rehabilitation and maintenance of water supply and sanitation infrastructure.
· Experience working with NGOs, government agencies, District WASH Committees, or utility companies is desirable.
· Experience managing donor-funded operation and maintenance (O&M) or asset management programmes is an added advantage.
Other Competencies
· Proficiency in engineering design software such as EPAnet, AutoCAD, Civil 3D, or similar applications for rehabilitation and infrastructure improvement works.
· Experience preparing maintenance plans, repair/rehabilitation BOQs, and technical specifications.
· Understanding of asset management, condition assessment methodologies, and preventive maintenance planning.
· Familiarity with national building codes, engineering standards, and environmental regulations.
· Strong analytical and problem-solving skills.
· Excellent maintenance planning and organizational abilities.
· Effective communication and interpersonal skills.
· Attention to detail and commitment to quality.
· Ability to work under pressure and manage multiple sites/systems simultaneously.
· Strong computer skills, including Microsoft Office, asset management/GIS tools, and project management software.
· Commitment to health, safety, and environmental standards.
