Amref Health Africa in Zambia is inviting suitably qualified applicants for the following positions to be based at the Head Office in Lusaka and Mansa.

1. Project Manager (01)

Main purpose of the job

The Project Manager will provide technical support and leadership in complementing government efforts to increase vaccination coverage in Zambia under The Saving Lives and Livelihoods Project. More specifically, the Project Manager will lead the coordination with Implementing Partners (LIPs) to the Ministry of Health COVID-19 vaccination priorities and monitor the achievement of project deliverables as per the overall project’s objectives.

Specific Key Responsibilities:

  • Provide leadership and management to Districts in micro-planning to ensure alignment with MOH priorities in Zambia.
  • Provide day-to-day management of the Project in line with Amref and donor policies and regulations.
  • Ensure timely and efficient achievement of the project’s objectives and stakeholder engagement.
  • Provide technical support to strengthen the capacity of districts to align with MOH priorities and enhance COVID-19 vaccine deployment.
  • Develop and sustain partnerships with MOH and local technical partners to enhance programme delivery/execution.
  • Participate in relevant technical working groups and committees to position Amref as a key stakeholder in the Health Security agenda.
  • Work closely with other Amref country teams for continued alignment on the GHS agenda and contribute to the country program performance.
  • Support country team in developing MEAL frameworks aligned to the country micro plan.
  • Ensure timely technical and financial reporting following donor-specific requirements and in compliance with relevant policies and regulations.
  • Lead in weekly stakeholder review meetings and prepare technical reports relating to the Project as per donor requirements and internal purposes.
  • Liaise with relevant departments to increase the visibility of the Amref health security efforts.
  • Provide technical input and oversight in developing knowledge products and promote continuous multi-country learning to inform COVID-19 vaccination efforts in Zambia.
  • Provide technical input in the growth of the GHS program portfolio and overall management of health initiatives in Zambia.
  • In consultation with Amref HR office and Programs Team, determine project staffing requirements.
  • In consultation with the HR department, lead in reviewing direct reports staff capacities, to effectively contribute to Amref’s GHS ambition.
  • Identify staff development needs, provide coaching and mentoring, and link to training and development opportunities to spur performance.
  • Drive the Amref staff culture initiatives to enhance collaboration across the organization.

Requirements and Qualifications

Education and Knowledge

  • Bachelor’s degree in Public Health or related field.
  • Master’s degree is an added advantage.

Required Qualifications and Experience

  • 6-8 years’ relevant work experience in management of national and regional health programmes.
  • Solid experience leading diverse teams and preferably managing a regional hub.
  • Demonstrated experience of contributing to national/international public health emergency discourse to influence public health programming.
  • Experience and strong reputation working with or liaising with government institutions and multilateral organizations and institutions would be an advantage.
  • Demonstrated leadership showing strategic thinking in design and execution of projects, including steering work planning, managing and mentoring colleagues, and overseeing compliant and cost-effective use of resources to deliver on objectives.

Skills and Abilities

  • Proven management experience in supervision of staff in cross-functional teams.
  • Exceptional verbal and written communications skills and the ability to interact effectively with others, both internally and externally.
  • Excellent time management skills, with the ability to perform multiple tasks and meet critical deadlines while maintaining accuracy and quality.

2. Project Officer (01)

Main purpose of the job

The Project Officer will provide planning, coordination and technical support SLL Project in Zambia. Hubs for quality execution of project activities as per Ministry of Health COVID-19 vaccination priorities and monitor the achievement of project deliverables as per the overall Project’s objectives. The role will be based in Zambia.

Specific Key Responsibilities:

Responsibilities will include, but not limited to the following:

  • Provide technical support to country team in development and review of project documents such as budgets, work plans and M&E plans.
  • Provide technical support to strengthen the capacity of country teams to align with MOH priorities and enhance COVID-19 vaccine deployment in the respective countries.
  • Responsible for overall day to day project matters and implementation of all project activities within the allocated province and respective districts
  • Responsible for project activity reporting and local level stakeholder coordination
  • Acts as the key contact for all project activities being implemented in the province
  • Initiates and maintains collaboration and partnerships with other actors on the ground.
  • Disseminates project information by preparing and disseminating project reports on a regular basis, including financial and technical reports to the Program Manager,
  • Controls project resources, leads the preparation of activity budgets
  • Maintains regular communication with members of the project management teams.
  • Engages Provincial and District Government Departments on project implementation matters.

Requirements and Qualifications

  • Degree in Public Health or related field.
  • Solid experience leading diverse teams and preferably regional teams.
  • Six (6) years’ relevant work experience in management of national health programmes.
  • Demonstrated experience of contributing to national/international public health emergency discourse to influence public health programming.
  • Experience and strong reputation working with or liaising with Ministry of Health would be an advantage.
  • Demonstrated leadership showing strategic thinking in design and execution of projects, including steering work planning, managing and mentoring colleagues, and overseeing compliant and cost-effective use of resources to deliver on objectives.

Knowledge, Skills and Abilities

  • Knowledge of current issues in UHC, Public Health emergencies and GHS.
  • Project management skills.
  • Strong skills in process facilitation and stakeholder management across diverse groups, including government and development partners.
  • Strong interpersonal skills and experience working with cross-cultural teams.
  • Fluency in English, including excellent written and verbal communication skills, report writing and presentation skills.

3. Programme Accountant (01)

Main purpose of the job

The position will provide financial support to the Zambia Country program as well as ensure effective utilization of donor funds allocated to the projects in accordance with donors’ and Amref’s policies and standards.

Specific Key Responsibilities:

  • Preparation of the Financial Reports for Donors and Management.
  • Assist in preparing monthly, quarterly and annual project performance reports.
  • Assist in preparation of any other Ad-hoc Financial Reports to stakeholders.
  • ·Assist in preparing the annual budgets in liaison with the project team.
  • Review of monthly income and expenditure statements with the project team to monitor the budget performances.
  • Carry out periodic review and reconciliations of expenditure.
  • Preparation of audit schedules.
  • Participate in project audits/organizational audits as required.
  • Provision of audit sample documents in support of the process.
  • Respond to audit issues and support the Senior Programme Accountant in implementation of the previous audit recommendations.
  • Maintain up-to-date staff debtor’s status through regular staff account allocations.
  • Monitor and reconcile staff debtor’s balances.
  • Ensure effective and timely processing of invoices or other payments and ensuring compliance to donor rules and regulations.
  • Review the Programme creditors’ accounts in the system and reconcile them against creditors’ statements.
  • Respond to day to day supplier queries for the Programme.
    Ensure compliance with local tax regulations and laws by ensuring timely filing and payment of taxes and other government levies.

Requirements and Qualifications

Education and Professional Qualifications

  • Bachelor’s Degree in Accounting, Administration, Finance, Commerce or relevant qualification.
  • Professional qualification – CPA, ACCA, ZICA, CA or its equivalent.
  • Must be a member of ZICA.

Required Qualifications and Experience

  • Four (4) years’ relevant experience, preferably in an NGO set up.

Knowledge, Skills and Abilities

  • Familiarity with grants management and experience with financial and operations management.
  • Strong interpersonal skills.
  • ICT proficient, accounting and ERP software.
  • Analytical and attention to detail.
  • Good organization, planning and coordination skills.

4. Monitoring, Evaluation and Learning (MEL Officer) (01)

Main purpose of the job

Amref Health Africa in Zambia seeks to employee the Monitoring, Evaluation and Learning (MEL) Officer. This role will lead and create an environment in which data and evidence is systematically produced, analysed and interpreted as well as establish ways in which knowledge is institutionalized and utilized for programme growth. More specifically, the Monitoring, Evaluation and Learning (MEL) Officer will ensure quality reporting and timely information for accountability and decision-making in the GHS unit and larger Amref M&E support services. This role will also provide data analytics from project monitoring, needs assessments, research and other secondary sources to establish trends, patterns and learnings for programmes and support services.

Specific Key Responsibilities:

  • Establish processes and procedures for quality assurance, monitoring, analysis and reporting of SLL Project data and information in consultation with the MEL Director at Corporate Level.
  • Determine and plan training on data quality assurance and MEL requirements to Implementation sites.
  • Attend internal/external meetings and learning events as required to provide MEL updates to project stakeholders and MOH in Zambia.
  • Lead the development of data quality assurance plans, reporting tools, data analysis and presentation frameworks and databases.
  • Work with the Amref information systems and Districts to collate M&E data as per donor reporting requirements, produce reports and analysis that caters to various audiences including contributing to design aspects to ensure data is accessible in required formats.
  • Enable processes in which research initiatives are derived from monitoring and evaluation data; work with country-wide research teams on better utilization of research data.
  • Contribute to and support on knowledge management initiatives especially those related to data mapping, cataloguing and management processes in discussion with the Project Manager.
  • Develop project logical frameworks, performance monitoring frameworks and evaluation plans.
  • Develop and refine performance indicators to ensure that they are objective, practical, specific and cost-effective;
  • Coordinate data collection across projects.
  • Oversee data entry and integration into the country data base
  • Analyze qualitative and quantitative data.
  • Develop and manage monitoring and evaluation feedback mechanisms/reporting systems.
  • Ensure consistent use of monitoring and evaluation protocols and methodologies.
  • Provides M&E technical leadership including research, donor and project reports.
  • Provide regular MEL oversight and technical support to the project portfolio and processes for quality reporting.
  • Ensure timely issue resolution for requests made by Districts and MoH to meet the GHS projects’ MEL requirements.

Requirements and Qualifications

Education and Knowledge

  • Bachelor’s degree in Social Sciences, Statistics, Information Technology, Public Health or related areas or related fields.
  • Master’s degree is an added advantage.
  • Relevant professional qualification.

Required Qualifications and Experience

  • 4-6 years of experience in MEL in a development setting; field/country office experience preferred with 1-3 years of supervisory experience.
  • Significant experience in providing in data management including extensive quantitative and qualitative analytical and reporting writing skills and the use of analytical software. Extensive experience in designing and undertaking research, evaluations and other studies.

Skills and Abilities

  • Ability to listen, communicate and work as a team with country office focal persons.
  • Facilitatory skills as opposed to top down approach to support country offices.
  • Ability to work independently and self-motivated.
  • High levels of integrity and honesty.
  • Being able to guide teams to deliver, at the same being hands-on on delivery.
