John Snow, Inc. (JSI) seeks highly qualified and accomplished public health leaders and providers for the recently awarded United States Agency for International Development (USAID)/PEPFAR-funded Supporting an AIDS-Free Era (SAFE) Project in Zambia. The five year project which will be led by JSI in partnership with Abt Associates,mothers2mothers, and the Catholic Medical Mission Board, will work to reduce HIV mortality, morbidity and transmission, while improving nutrition outcomes and family planning integration in three provinces: Central, Copperbelt, and North-Western. USAID/PEPFAR SAFE will work with the GRZ, private sector and civil society institutions at the national, provincial, and district level to increase access to ART for HIV positive adults and children, reduce the incidence of new infections, improve Nutritional Assessment, Counseling and Services (NACS) and family planning services, and increase the capacity of local health institutions to better serve affected populations.

Job Summary

The Deputy Director, Finance and Operations is a full-time position based in the Lusaka office. S/he will be responsible for the day-to-day oversight of the program administrative operations, including grants administration and management. S/he works in close coordination with the Finance Manager and oversees all other finance and administration staff including Regional offices. The Deputy Director of Finance and Operations reports to the Director of Finance and Operations.

 

Primary Responsibilities and Duties:

  • Assist the Director, Finance and Operations with daily program management, contributing to program decision-making by providing input on the financial health and status of the program
  • Collaborate with the Director, Finance and Operations, and other key personnel, to ensure coherence between programmatic activities and financial provisions;
  • Assist Director, Finance and Operations in addressing contract-related issues, ensuring that contractor financial controls and systems comply with generally accepted accounting practices and meet USAID standards;
  • Ensure compliance with USAID procedures and regulations in the implementation of all program activities;
  • Assist Director, Finance and Operations during PEPFAR annual reporting;
  • Supervise and approve program financial transactions, purchase orders, contracts, and petty cash for the central and regional offices;
  • Develop standards for file audits for both Lusaka & provincial offices. Primary audit areas include contracts, personnel, procurement, finance, and project inventory. Oversees actual audits (if any).
  • Supervise financial and administrative staff;
  • Ensure that the monthly close-out of program accounts is completed correctly and on schedule by all finance staff;
  • Oversee the management of project inventory to ensure items are tracked as per USAID and
    JSI guidelines;
  • Manage, monitor, and update program budget and obligated funds; review and analyze variations and share with JSI/Boston;
  • Review the quarterly financial work plan monitoring tool and ensure that it correlates with the work plan activity tracking tool, and
  • Carry out additional responsibilities as may be assigned

Desired Qualifications:

  • A Master’s degree or higher in accounting, finance, business management, or a related field is required;
  • At least 10 years of senior-level financial and administrative experience, with at least 3 years experience in the management of programs of the same complexity and size and at least two years administering grants comparable to those under this award
  • Demonstrate leadership skills with experience in senior financial management position preferably with an International NGO;
  • Advanced skills in budgeting and financial reporting.
  • Excellent written and oral communication skills in English.
  • In-depth knowledge of USAID financial management rules and regulations, and reporting;
  • Knowledge of basic accounting packages; and
  • Advanced proficiency in Microsoft Word and Excel.
