‘Improving Sanitation, Shaping Liveable and Inclusive Cities Phase IV’
Terms of Reference for a consultant to support in the development and implementation of sensitization and awareness raising activities for WASH project application under CDF in Ipusukilo Ward, Kitwe and Chilyapa Ward, Mansa.
Background/ Introduction
The Bremen Overseas Research & Development Association (BORDA) is a technical expert organisation based in Bremen; Germany specialised in the field of sustainable environmental protection through integrated sanitation solutions. The organisation’s activities aim at making neighbourhoods more liveable by developing and implementing innovative on-site sanitation solutions that build climate resilience, strengthen social structures, and foster the sustainable and attentive handling of natural resources. BORDA supports holistic approaches on policy formulation, participatory urban planning processes and infrastructure development.
BORDA is active outside of Germany in over 20 countries in Asia, Africa, Latin America, and the Caribbean. In Zambia, BORDA has been active since 2009 through a partnership with the Water and Sanitation Association in Zambia (WASAZA). In 2016, the BORDA Zambia Country Office was established. Since 2016, BORDA Zambia has, together with key partners implemented several projects in the Zambian Water Supply and Sanitation sector.
In the beginning of 2025, BORDA commenced the implementation of the BMZ funded, Africa Regional Project: ‘Improving Sanitation, Shaping Liveable and Inclusive Cities’ in South Africa and Zambia, running from 2025 to 2027. In Zambia the project will be implemented in three Districts: Lusaka, Mansa and Kitwe.
The project’s overall goal is to ensure that integrated approaches to decentralised sanitation systems are anchored among selected actors at national and sub-nationals’ level and promote the independent dissemination or urban sanitation structures. The project outcomes are:
1. Instruments for the dissemination of Integrated Approaches to Decentralized Sanitation Systems (IADSS) are qualitatively anchored in national expert forums of the respective sanitation sector and provide a basis for scaling decentralized approaches to sanitation supply.
2. Good practices in the construction, operation and maintenance of IADSS are prepared as learning modules for dissemination and are offered via academic and vocational training institutes and are available to the sector for the implementation and operation of sanitary services.
3. Tried and tested selected decentralized sanitation infrastructure and services are evaluated and prepared as demonstration and training objects for sector-relevant actors.
BORDA Zambia will work with key partners, Ministry of Local Government and Rural Development (MLGRD), University of Zambia (UNZA), Lusaka Integrated Solid Waste Management Company (LISWMC), National Water Supply Council (NWASCO), water supply and sanitation service providers (commercial utilities) from Lusaka, Kitwe, Mansa, Livingstone, Solwezi and Choma and Technical Education, Vocational and Entrepreneurship Training Authority (TEVETA), to achieve the projects’ goal and outcomes.
Purpose of the consultancy
Under outcome 1, the project will work with the Ward Development Committees (WDC), Constituency Development Fund Committees (CDFC) and the municipalities of Ipusukilo Ward in Kitwe and Chilyapa ward in Mansa to enhance the application of WASH projects through the Constituency Development Fund (CDF). Additionally, a catalogue of sanitation options will be developed under the project, which will highlight viable and sustainable WASH infrastructure options for each ward. This document will be housed within the local authorities and disseminated, with the support of the consultant, to identified stakeholders within the local authorities and targeted groups within the community to ensure that institutional capacity on community WASH infrastructure is successfully disseminated for sustainability within the two project areas/ wards. The catalogue will be used by the WDC, CDFC, and the municipality to broaden their understanding of the requirements for viable and sustainable community WASH projects, as well as community members or groups who wish to submit an application for a community WASH project through CDF, to guide them on the content required for their WASH project application.
BORDA Zambia seeks to engage a consultant to develop and facilitate awareness and communication campaigns and community WASH sensitisation activities to strengthen the capacities of decision-makers within local structures (WDCs and CDFC) and community members to better propose and manage WASH projects under the Constituency Development Fund (CDF) mechanism in Ipusukilo and Chilyapa ward.
The consultant will work in close collaboration with the BORDA Zambia Focal Point (FP) to develop an awareness raising strategy, a communications strategy, Information, Education and Communication (IEC) materials and develop and facilitate WASH sensitization workshops. The strategies will guide the development and facilitation of awareness campaigns, and the IEC material used as visual aids during the campaigns; and the WASH sensitization workshops aim at facilitating community members to successfully submit applications for WASH projects through CDF.
Tasks and Deliverables
The tasks include the:
1. Development of an awareness raising strategy for Ipusukilo and Chilyapa wards,
2. Development of a communications strategy for Ipusukilo and Chilyapa wards,
3. Development of Information Education Communication materials that will be used for awareness raising meetings and campaigns,
4. Implementation of awareness raising activities according to the awareness raising strategy developed,
5. Implementation of communication activities according to the communications strategy developed,
6. Facilitation of workshops and meetings with WDC and CDFS aimed at strengthening their capacities to promote and assess WASH projects under CDF,
7. Develop a training program to support identified community groups/ individuals to apply for a WASH project under the CDF,
8. Preparation of a comprehensive implementation report highlighting:
a) The methodology used and any deviation from the initially proposed approach.
b) Outcomes and outputs from activity implementation,
c) Challenges faced and mitigation measures implemented,
d) Recommendations for sustainability.
The deliverables include:
1. Inception report,
2. Awareness raising strategy,
3. Communication strategy,
4. IEC material,
5. Training materials and moderation plans,
6. Mid-term progress report,
7. Facilitation of CDF funded WASH project application workshop,
8. Minimum of 2 Completed CDF application,
9. Final Implementation report.
All activities will be carried out in coordination with the BORDA Zambia team and will be reviewed and checked by BORDA Zambia Project Manager.
Reporting
The consultant will report directly to the Project Manager and will work in close collaboration with the Senior Social Expert. Progress updates will be provided on a monthly basis, with additional check-in meetings scheduled as needed. Draft reports and deliverables must be submitted electronically in MS Word (and PowerPoint where applicable), and PDF for the IEC materials to the Project Manager and Senior Social Expert in Cc. Feedback will be provided within 10 working days of submission, and approval of final deliverables will rest with the Project Manager.

Timeline
The assignment is expected to start in October 2025 and has a duration of
65 workdays within a period of 12 months.
Budget
BORDA Zambia has allocated a maximum budget of EURO 15,000 for this assignment. This amount is inclusive of consultancy fees, travel, accommodation, communication, and all applicable taxes. Payments will be made in instalments based on satisfactory delivery of outputs as outlined in the ‘Payments Schedule’ section. The consultant is expected to manage all costs within the approved ceiling and provide appropriate invoices and receipts to facilitate payment.

Roles and Responsibilities
The consultant will be responsible for:
- Timely delivery of high-quality deliverables as listed in the TORs,
- Providing expert technical input and advice aligned with the activity scope and objectives,
- Facilitation of all logistics for consultant working team, Liaising and coordinating with relevant activity partners, community representatives, and other stakeholders relevant to the tasks.
- Maintaining high professional and ethical standards throughout the assignment,
- Adhering to all BORDA Zambia policies, confidentiality requirements and timelines.
BORDA Zambia will be responsible for:
- Supply the consultant with all relevant reports, policies, and reference materials needed for the assignment.
- Provision of guidance on the direction and required outputs of the consultancy.
- Offer technical guidance or clarifications during the assignment as required.
- Facilitate introductions and linkages to key stakeholders.
- Monitor progress against agreed timelines and deliverables.
- Timely review and feedback on all documents and reports developed by the consultant in a timely manner.
- Approve methodologies, work plans, and final outputs before they are adopted or disseminated.
- Disburse payments according to the agreed contract and upon satisfactory completion of deliverables.
- Collaboratively implement field activities.
Eligibility Criteria for potential bidders
The consultancy should be carried out by a suitably qualified and experienced consultant or consulting firm. The consultant(s) should include one team leader responsible for the overall coordination of the assignment, and the final coherence and quality assurance of the deliverables. She/he must have extensive experience in leading similar assignments and activities as outlined in this TOR. The team leader must have:
- A master’s degree in social work, community development, development studies, public health, or other related fields,
- A minimum of +5 years working in social work and community engagement with a focus on training and engagement, raising awareness, community building and coordination, and or community Mobilization and engagement in peri-urban or rural areas.
- Proven experience in planning, facilitating and coordinating community activities and campaigns,
- Proven experience developing context specific IEC materials,
- Proven experience in engaging and collaborating with multiple stakeholders, including community members, local community leadership (such as WDCs), and municipalities,
- Knowledge of existing guidelines, strategies and laws on CDF,
- Experience in community engagement, awareness raising or social work in either Kitwe or Mansa is an added advantage,
- Knowledge of Gender and Social Inclusion principles is an added advantage,
- Knowledge of oral Bemba is an added advantage.
Other members of the team are required to have the following expertise and qualifications:
- Advanced degree in social work, community development, development studies, public health, or other related fields,
- Knowledge of community engagement, including conducting training, awareness raising, community building and coordination, and/ or mobilization and engagement of peri-urban and rural communities,
- Prior work experience with or working for development organizations, and familiarity with development programs,
- Team members with WASH skills and experience with WASH and or CDF will be considered an asset,
- The composition of the team of experts should be balanced to enable complete coverage of the different aspects of the consultancy as set out in these terms of reference,
- The team leader and team members must have excellent written and verbal communication skills in English. Please consider the option of translator if relevant.
Selection Criteria and Evaluation
BORDA Zambia ’s evaluation committee shall evaluate the proposals based on criteria covering both technical quality and price with the following score weighting:

1. Technical Proposal to conduct the assignment and achieve objectives including:
a) Cover letter addressed to the Country Director (1 page)

c) Methodology (2 pages),
d) Proposed work plan (1 page),
e) Curriculum Vitae(s) (CV) of the proposed consultant(s) with relevant experience, qualifications and registration with relevant professional body. If multiple people are involved, an outline of roles/ responsibilities must also be included (2 pages per CV),
f) A minimum of three references (1 page).
