Plan International is an independent development and humanitarian non-governmental organization that advances children’s rights and equality for girls. Working in Zambia since 1996, Plan International Zambia’s development and humanitarian programmes focus primarily on Inclusive Quality Education, Skills and Opportunities for Youth Employment and Entrepreneurship, Sexual Reproductive Health and Rights, Early Childhood Development and Gender Responsive Child Protection. Child protection is key in all that we do.
Plan International Zambia has Program Areas (PAs) in; Central, Luapula, and Eastern Provinces including in Lusaka, where the Country Office is located. Plan International Zambia is also implementing the Nutrition in Emergency Project (NIE) in Southern Province with focus on Zimba, Gwembe and Sinazongwe Districts.
Plan International Zambia now invites Prospective and eligible vendors to submit Bids for the supply and delivery of a Total of 13 Motorbikes and riders gear for Plan international Zambia Lusaka, Kabwe and Chipata office. The motorbikes will be used in both off-road conditions
Deliverables

- 4 Motorbikes, brand new, delivered to Plan International Zambia, Chipata Office, Plot No. 1544, Kombe Road, Moth Area, Chipata.
- 5 Motorbikes, brand new, delivered to Plan International Zambia, Mansa Office, Plot 1030, Chitimukulu Road, Mansa

- Full-face helmet (DOT/ECE certified, with visor, size-fitted): Qty 15
- Riding jacket (with reflective strips, abrasion-resistant material, and protective padding): Qty 15
- Riding trousers (reinforced, abrasion-resistant, with protective padding): Qty 15
- Riding gloves (reinforced knuckle protection, weather-resistant) Qty 15
- Riding boots (ankle-protective, non-slip sole, durable material): Qty 15
- Reflective vest (high-visibility, adjustable): Qty 15
Evaluation Criteria
1. Administrative requirements
All bidders MUST submit the following documents:
- ZPPA supplier registration
- Company registration certificate with form III indicating shareholding structure.
- Valid VAT tax registration/clearance certificate
- Valid Power of Attorney.
- Bids Validity 120 calendar days
- Litigation status indicating supplier has no pending litigation that would negatively affect the execution of this contract. This shall be provided by a registered legal practitioner or attorney. A written statement by the bidder himself shall not be accepted.
Non- compliance with this requirement will result into disqualification of the bid.

Other technical requirements
- Bidders MUST demonstrate availability of spares for motorbikes locally preferably availability of spares in Kabwe, Mansa and Chipata offered in their proposals, failure to demonstrate availability of spares will lead to disqualification.
- Warranty of the motorbikes must be at least 12 months or up to 20,000KM whichever comes first. This should cover Engine defects (piston, cylinder, crankshaft) Transmission/gearbox defects. Frame defects (cracks, welding issues). Electrical faults (starter, ignition system) and other similar faults within warranty period.
- Data sheet for the Motorbikes MUST be submitted with the proposals
- Pictures for the riders gear MUST be submitted
- Delivery will be required 2 weeks after signature of contract, ability to deliver in a shorter period will be an added advantage.
- Motorbikes registration will be handled by the successful supplier and must be factored in the pricing structure
Failure to meet the above specifications will lead to disqualification.
3. Financial submission
- Offer/Quotation in Zambia Kwacha
- Offer Must include delivery cost to various delivery locations as indicated above as well as registration of the bikes.
Submission of quotations in a different currency will lead to disqualification.
Failure to include delivery cost to Kabwe, Mansa and Chipata will lead to disqualification.
4. Post evaluation
- Successful completion of at least two (2) contracts with reputable organizations/NGOs involving the supply of Motor bikes. The documentary evidence shall comprise: a copy of both LPO/ contract together with its proof of delivery document such as a copy of a signed Delivery Note, or completion certificate(s) or payment certificate(s), or Payment vouchers, and/or goods received notes (GRN) from the previous clients. Failure to provide proof of delivery for an LPO /contract will not be counted as experience. References maybe contacted for due diligence.
- Bidders must demonstrate financial capacity by submitting audited and certified financial statements for the last 2 financial years. The statements must be audited by an independent, licensed auditor, and must include the auditor’s signed opinion OR Providing letter of finance from the bank OR submission of 6 months company bank statement.
Failure to submit the above will lead to disqualification
Evaluation will be based on compliance of the above. Failure to submit any of the above will lead to disqualification.
