TERMS OF REFERENCE FOR CONSTRUCTION OF A BOY'S ABLUTION BLOCK (4wc) AT MAKULULU C PRIMARY SCHOOL IN MAKULULU KABWE DISTRICT.
1. INTRODUCTION
Habitat for Humanity Zambia (HFHZ) is a locally registered Non-Governmental Organization (NGO) established in 1984. The organization operates in Lusaka, Central, and Copperbelt Provinces, focusing on addressing shelter needs and related issues such as water, sanitation, and hygiene (WASH) for vulnerable families living in marginalized peri-urban communities.
Through the project titled 'Improved Access to WASH Services through Community-Driven Models in Makululu, Kabwe District,' HFH Zambia is funding the construction of a Boys Ablution Block (4 WCs) at Makululu C Primary School in Kabwe District.
2. DELIVERY APPROACH
Habitat for Humanity Zambia promotes a community-driven approach in the delivery of all its WASH infrastructure interventions. This approach ensures active participation of the Local Authority (Kabwe Municipal Council), the District Education Board (DEBS), the School Management, and community representatives throughout the project cycle—planning, implementation, monitoring, and completion.
This participatory approach strengthens local ownership and enhances the community’s capacity to manage, maintain, and sustain the facility post-construction. The works shall be carried out in accordance with the approved scope of works (Annex 1) and in compliance with applicable standards.
Habitat for Humanity Zambia is therefore inviting bids from interested contractors for the construction of a Boys Ablution Block (4 WCs) at Makululu C Primary School.
3. SCOPE OF WORKS
The scope of works includes:
i. Substructure Works
Site clearance and setting out
Excavations and foundation works
Concrete footing and blockwork foundation construction
ii. Superstructure Works
Slab concrete works
Blockwork wall construction
Lintel and ring beam construction
Roofing installation (steel purlins, timber supports, and roofing sheets)
Electrical installations
Ironmongery fittings (doors, locks, handles, etc.)
Plumbing and water supply installations (toilets, urinals, wash basins)
Wall finishes (plastering, half rough cast, half painting)
Floor finishes (screed and/or terrazzo)

5. ELIGIBILITY CRITERIA
Habitat for Humanity Zambia reserves the right to invite bids from interested contractors. All interested bidders must meet the following minimum requirements:
A. General Eligibility and Compliance
- Signed cover letter and financial offer
- Valid NCC Category B or C certificate
- Valid ZPPA registration certificate
- PACRA registration certificate
- Valid Workers Compensation Fund Control Board certificate
- Valid Tax Clearance Certificate and TPIN
- Valid EIZ/ERB registration license
- Company profile with physical address
- Three (3) most recent stamped bank statements (last 3 months)
- Brief Method Statement outlining implementation
- Project duration and Gantt chart showing schedule of works
Only bids that meet the minimum Statutory requirements will proceed to Technical and financial evaluation.
6. SUBMISSION GUIDELINES
All bids must be addressed to the Chairperson Procurement Committee and physically submitted in a sealed envelope and deposited in the Tender Box at:
Habitat for Humanity Zambia, National Office, Plot 488A Twin Palms Road, Kabulonga, Lusaka.
Each submission must include a non-returnable USB flash drive containing soft copies of all documents.
All bids must be clearly marked: “Tender for the Construction of a Boys Ablution Block (4 WCs) at Makululu C Primary School, Kabwe District.”
Submission Deadline: Wednesday, 5th November 2025, at 10:00 AM.
Bid Opening: Bids will be opened on Wednesday, 5th November 2025, at 10:30 AM at HFH Zambia National Office, Lusaka.
All bids must be in Zambian Kwacha (ZMW) and inclusive of all applicable taxes.
7. CONTRACT AWARD AND SIGNING
Upon completion of the evaluation process, Habitat for Humanity Zambia will issue a notification of award to the successful bidder. The Contract Agreement will be shared promptly for review and signing.
8. PROJECT DURATION
The construction period is expected to be three (3) months from the date of signing the contract. The contractor shall submit a detailed work plan and implementation schedule to ensure timely completion.
9. ADDITIONAL INFORMATION
• Habitat for Humanity Zambia is not bound to accept the lowest or any bid.
