Purpose
Family Legacy (FL) is a faith-based organization that exists to glorify God by equipping children in Zambia to live out their God-given potential. Since 2000, Family Legacy Missions Zambia (FLMZ) has been transforming the lives of vulnerable and orphaned children through three core programs: Camp Life, the Tree of Life Children’s Village, and the Legacy Academies.
The Senior Program Manager – Education provides strategic leadership, technical oversight, and program management for Family Legacy Missions Zambia’s education portfolio. The role ensures that all education initiatives are high-quality, inclusive, and aligned with national education priorities and policies, and FLMZ’s mission to transform children’s lives through education and holistic development.
The incumbent will strengthen program quality, support human resource capacity within the Education Department, build partnerships, and ensure compliance with government and organizational standards.
- Program Leadership and Strategic Direction 25%
- Lead the design, planning, and implementation of education programs for driving access, quality and sustainability across the Legacy Academies in line with FLMZ’s strategic plan and national education frameworks.
- Provide strategic guidance and technical expertise into curriculum development, teacher training, and school improvement initiatives.
- Ensure that education programs integrate child protection, gender equality, life skills, and inclusive education principles.
- Support the development of new projects, concept notes, and proposals for education-related funding opportunities.
2. Program Implementation and Quality Assurance 20%
- Oversee program implementation to ensure timely delivery, quality results, and impactful delivery in compliance with government and organizational policies and standards
- Lead the development and monitoring of annual work plans and budgets in collaboration with Education Program Managers.
- Lead performance reviews of education interventions to ensure alignment with quality benchmarks.
- Promote innovation, digital learning, and evidence-based practices in literacy, numeracy, and teacher professional development.
- Promote innovation in teaching methodologies and digital learning solutions.
3. Capacity Building and Team Leadership 20%
- Provide technical support and mentorship to Education Program Managers and field teams to build capacity to make insightful data-driven decisions that balance progress towards key access, quality and sustainability outcomes.
- Identify and address staff capacity gaps through training, coaching, and professional development initiatives.
- Facilitate regular staff training on pedagogy, safeguarding in schools, and education policy compliance.
- Foster a culture of accountability, performance, and continuous learning within the education team.
- Build strong morale across the Legacy Academy staff and role model a culture of collaboration, dedication, and organization across the team, encouraging team members to approach challenges with a growth mindset
- Support succession planning and professional development for education staff.
4. Monitoring, Evaluation, Accountability and Learning (MEAL) 10%
- Manage the process of annual planning and strategy development across the School Network in collaboration with the MEL team and other internal players.
- Collaborate with the MEL team to establish education program indicators and data collection tools.
- Oversee monitoring and reporting on learning outcomes, literacy and numeracy improvements, and teacher performance.
- Facilitate data collection, analysis, and reporting for program improvement and donor reporting.
- Lead periodic program reviews and learning sessions to inform decision-making and strategic adjustments.
- Ensure effective utilization of monitoring data to guide decision-making and adaptive management.
- Support evidence generation and documentation of success stories and best practices.
5. Human Resources Management 10%
- Oversee the recruitment, onboarding, and supervision of education program staff in coordination with the HR department.
- Manage staff performance through goal setting, mid-year and annual appraisals, and continuous feedback.
- Promote staff well-being, motivation, and retention within the Education Department.
- Support succession planning and internal capacity development to strengthen the education workforce.
- Ensure compliance with FLMZ’s HR policies, code of conduct, safeguarding standards, and labor laws.
- Lead disciplinary processes for education staff (where applicable) in collaboration with HR and the Integrated Programs Director.
- Maintain accurate personnel and training records for all supervised staff.
- Foster a positive, respectful, and inclusive team culture that reflects FLMZ’s Christian values and organizational principles.
6. Partnerships and Stakeholder Engagement and Systems Strengthening 10%
- Represent FLMZ in national, provincial and district-level education forums, working groups, and networks to build buy in and support to achieve long-term system strengthening goals
- Strengthen collaboration with the Ministry of Education, NGOs, donors, community leaders, and implementing partners, including Churches.
- Promote collaboration across FLMZ’s departments (Health, Child Protection, Spiritual Development, and Community Development) for integrated service delivery.
- Support advocacy efforts for education equity and policy implementation.
- Engage in advocacy and networking efforts to influence education policy and practice.
- Actively spend time developing tools and resources for Family Legacy’s network of schools and tailoring selected tools for sharing with government and other education providers.
- Lead on ensuring compliance to internal Family legacy and government regulations and policies regarding school operations to minimize school level risks
- Identify strategically aligned opportunities to take learnings from Family Legacy into the government system.
7. Child Protection and Safeguarding 5%
- Ensure all education programs comply with FLMZ’s Child and Young Person Safeguarding Policy, the Zambia Child Code Act, and donor safeguarding requirements.
- Maintain a zero-tolerance culture toward abuse, exploitation, and neglect.
- Promote child-safe environments in all schools and program sites.
- Ensure staff and partners are trained, understand and uphold safeguarding responsibilities, including reporting and response mechanisms
- Ensure safeguarding risk assessments are conducted for all program activities
Qualifications
Education:
- Master’s degree in Education, Educational Leadership, Social Sciences, Development Studies, or a related field.
- A Bachelor’s degree in a relevant discipline is required.
Experience:
- Minimum of five years’ progressive experience in program management, preferably in a faith-based or child-focused NGO.
- Demonstrated experience in teacher training, curriculum design, school improvement, or education policy implementation.
- Proven experience managing teams and large-scale education projects.
- Strong understanding of Zambia’s education system, government structures, and child protection frameworks.
- Experience collaborating with government ministries, donors, and education stakeholders at national and sub-national levels
- Experience in proposal development, donor reporting, and partnership management.
- Proficiency in data-driven decision-making, project management tools, and MS Office Suite
