Call for Proposals: Construction of Multiple Water Use Systems in Kalulushi and Lufwanyama Districts, Zambia
1. Introduction
iDE Zambia hereby invites qualified and experienced contractors to submit proposals for the construction of two (2) Multiple Water Use Systems in rural Zambia. The assignment will be implemented in Chembe Community (Kalulushi District) and Kapilamukwa Community (Lufwanyama District).
The objective of this assignment is to establish reliable and safe water systems that support both domestic and productive water use, contributing to improved household health, livelihoods, and community resilience.
2. Scope of Assignment
The selected contractor will be responsible for the construction, installation, testing, commissioning, and handover of the water systems in strict accordance with approved designs, technical specifications, and Bills of Quantities (BoQs) provided by iDE Zambia.
The assignment is divided into two lots:
LOT 1: Chembe Community – Kalulushi District
LOT 2: Kapilamukwa Community – Lufwanyama District
Bidders to apply for both lots.
3. Duration of Assignment
Expected start date: 18 February 2026
Expected completion date: 25 March 2026
Duration: 5 weeks (inclusive of close-out)
4. Eligibility
This Call for Proposals is open to:
- Legally registered engineering, construction, or water infrastructure firms licensed to operate in Zambia
- Companies with demonstrated experience in solar-powered water systems and rural water infrastructure
- Firms compliant with all Zambia tax, labor, safety, and regulatory requirements
- Full eligibility criteria and mandatory documentation requirements are detailed in the Terms of Reference (ToR).
5. Proposal Submission Requirements
Interested bidders must submit both a Technical Proposal and a Financial Proposal, prepared in accordance with the detailed instructions outlined in the ToR.
The proposal must include, among others:
- Technical methodology and work plan
- Organizational capacity and relevant experience
- Key personnel qualifications
- Priced Bill of Quantities (BoQ)
- Health, Safety and Environment (HSE) plan
- Required statutory and compliance documentation
6. Evaluation Criteria
Proposals will be evaluated using a combined technical and financial scoring system, as follows:
- Technical Proposal: 70%
- Financial Proposal: 30%
Only proposals that achieve the minimum technical score of 70% will proceed to financial evaluation.
