Consultancy to: Undertake Results Survey and Impact Assessment of Swedish Embassy Support to NGOCC.

1. Background
The Non-Governmental Gender Organisations’ Coordinating Council (NGOCC) is an umbrella body for Non-Governmental, Faith-Based and Community-Based Organisations working to advance women’s empowerment and gender equality in Zambia. Established over 40 years ago, NGOCC has grown into the focal point of the women’s movement, with 117 member organisations operating across all 10 provinces
In 2018, NGOCC signed a core funding agreement with the Embassy of Sweden to implement its Strategic Plan (2018–2022). This support was extended through a costed extension to enable implementation of the NGOCC Strategic Plan (2023–2027) up to March 2026. Overall, the support covered a period of more than eight years (2018–March 2026), during which interventions are implemented nationwide through NGOCC Member Organisations.
NGOCC now seeks an independent consultant to undertake a Results Survey and Impact Assessment to determine the outcomes and impact of this long-term support.
2. Strategic Objective
The overall strategic objective of the NGOCC Strategic Plan (2023–2027) is empowered women and girls realising their full potential to effectively participate in and benefit from social, cultural, economic and political development.
Specific outcomes include norm shifting, influencing policy and legal frameworks, building resilience of women and girls, and organisational capacity enhancement.
3. Purpose and Objectives of the Assignment
The purpose of this assignment is to undertake a Results Survey and Impact Assessment of NGOCC programmes supported by the Embassy of Sweden from 2018 to date.
The assignment will assess changes in cultural norms, policy influence, women’s participation in decision-making, resilience, organisational capacity, income levels, clean energy use, land access, and the relevance, effectiveness, efficiency, coherence, sustainability and impact of the interventions.
4. Scope and Coverage
The assessment will cover selected districts across all ten provinces of Zambia, including Lusaka (Luangwa, Rufunsa), Muchinga (Nakonde, Mpika), Northern (Luwingu, Mporokoso), Eastern (Chipata, Katete), Southern (Choma, Monze), Western (Kaoma, Mongu), Luapula (Mansa, Chipili), North-Western (, Kasempa, Mufumbwe) , Copperbelt (Mufulira, Masaiti) and Central (Kabwe, Mumbwa) Provinces.
5. Methodology
The assessment will follow UNEG and OECD/DAC evaluation standards and apply a mixed-methods approach, including desk review, key informant interviews, focus group discussions, field visits and observation. Data will be disaggregated by sex, age and location where possible.
6. Expected Deliverables
Deliverables will include an inception report, field report with datasets, validation presentation, final assessment report, cleaned datasets and support to NGOCC in preparing the narrative report to the Embassy of Sweden.
7. Consultant Qualifications
The consultant or team should have at least five years’ experience in gender equality programme evaluations, strong M&E expertise, good knowledge of the Zambian context and excellent report writing skills.
