1. Job Purpose
To lead MTN Mobile Money Limited’s (‘the Company’) regulatory strategy by formulating policies, monitoring regulatory developments, and managing high level stakeholder relationships. To ensure adherence to the Bank of Zambia and other applicable regulatory framework, safeguards and positions the Company as a trusted, responsible financial services provider. To strategically shape the organisation’s regulatory position, and supports the business through proactive engagement with government, regulators, industry bodies, and strategic partners.
2. Key Responsibilities
2.1 Regulatory Affairs (Primary Focus)
i) Policy Formulation and Advisory
a) Lead the development, review, and implementation of internal regulatory and public policy frameworks.
b) Analyse proposed legislation, regulatory guidelines, and policy papers to assess business impact and develop organisational positions and potential mitigations
c) Prepare regulatory impact assessments for new products, services, wallets, agents, merchant models and interoperability initiatives and participate in internal governance committees to ensure regulatory alignment.
d) Analyse all new regulatory instruments (Directives, Circulars, Regulatory Statements, Supervisory Letters), conduct regulatory impact assessments and scenario analyses for new laws or proposed reforms. and model their impact on the operations of the company.
e) Formulate the institution’s position on legislative and regulatory reforms and prepare submissions to BOZ, Ministry of Finance and National Assembly Committees and any other policy formulation platforms
f) Draft policy submissions, consultation responses, and advocacy documents for regulatory and legislative processes
g) Develop regulatory risk mitigation plans and ensure alignment with industry standards and global best practices.
h) Maintain a comprehensive database of regulatory obligations, policy positions, and compliance priorities.
i) Support business units with interpretation of regulatory requirements and implementation guidance.
j) Develop and execute advocacy strategies to influence favourable policy outcomes for the company
k) Develop advocacy strategies to influence policy outcomes in line with organisational objectives.
l) Produce monthly and ad-hoc regulatory intelligence and horizon scanning reports for Executive Management and the Board.
m) Continuously monitor legal, regulatory, socio economic, and political developments relevant to the organisation.
n) Conduct benchmarking on global regulatory trends, best practices, and emerging risks.
ii) Regulatory and Stakeholder Management
a) Act as the primary liaison between the MMI and external stakeholders including:
· Bank of Zambia (Supervision, Payment Systems, Legal, Bank Supervision Departments)
· Ministry of Finance and National Planning
· Ministry of Technology and Science
· ZICTA
· Competition and Consumer Protection Commission (CCPC)
· Financial Intelligence Centre
· Industry associations (BAZ, PAYZ, GSMA)
b) Build and manage strategic relationships with regulators, government ministries, parliamentary committees, industry associations, and development partners.
c) Prepare regulatory reports and track commitments arising from stakeholder engagements.
d) Represent the company in industry working groups, regulatory consultations, national financial inclusion platforms and digital finance committees.
e) Maintain regulatory obligations register and ensure continuous compliance through routine compliance checks.
f) Serve as the central point of contact for external regulatory communications, ensuring consistency and alignment with corporate strategy.
g) Represent the organisation in regulatory forums, consultations, technical working groups, and policy dialogues.
h) Coordinate multi stakeholder engagements to ensure organisational interests are effectively articulated.
i) Support business units with interpretation of regulatory requirements and implementation guidance.
j) Prepare regulatory reports and track commitments arising from stakeholder engagements.
k) Participate in internal governance committees to ensure regulatory alignment of new products, services, and business initiatives.
l) Prepare monthly and ad-hoc regulatory intelligence updates for senior management and the Board.
2.2 Corporate Affairs (Primary Focus)
a) Strengthen the institution’s reputation through transparent regulatory communication, sustainability commitments and strong governance positioning.
b) Ensure proactive and transparent communication with external stakeholders to strengthen the organization’s reputation and regulatory goodwill.
c) Support the development and implementation of the corporate affairs strategy for government relations, public policy communication and stakeholder positioning.
d) Coordinate corporate reputation initiatives with relevant internal teams (communications, external affairs, ESG, public policy).
e) Support the organisation’s participation in industry associations, corporate forums, and national policy platforms.
f) Develop briefing notes, position papers, speeches, and presentations for senior executives.
g) Prepare regulatory briefs, talking points, ministerial submissions, policy papers and Board reports.
h) Manage sensitive regulatory issues and crisis communication coordination.

a) Timely development and implementation of regulatory and public policy frameworks

c) Strength and depth of relationships with regulatory and governmental stakeholders.
d) Zero major regulatory breaches or penalties attributable to oversight.
e) Proactive identification and communication of regulatory risks and opportunities.
f) Timeliness of advisory support to internal business units.
g) Positive corporate reputation scores and stakeholder feedback.
4. Qualifications Experience
a) Grade twelve (12) Certificate with 5 credits or better including English and Mathematics
b) Bachelor of Laws (LLB); Advocate of the High Court of Zambia
c) Experience/Qualification in legislative drafting, public policy, political science, economics, business administration, or related field.
d) Postgraduate qualification (LLB, LLM, MBA, MPP, etc.) is an added advantage.
e) 5–8 years of experience in regulatory affairs, public policy, legal, corporate affairs, or government relations.
f) Experience in drafting policy papers, analysing legislation, and regulatory engagement.
g) Proven track record of managing senior level internal and external stakeholders.
