Development of a Three-Year Strategic Plan (2027–2029) -Access to Health Zambia
1. Introduction
Access to Health Zambia (A2HealthZ) is a Zambian non-governmental organization (NGO) and a member of CMMB global family. The organization is focused on improving the lives of women, mothers, and children through improving access to quality, equitable, and sustainable health services in Zambia. With a vision that every human life is valued, and health and human dignity are shared by all, and a mission to deliver sustainable, quality health solutions in partnership with government, faith-based groups, and communities, A2HealthZ addresses maternal/child health, adolescent empowerment, HIV prevention, nutrition, disability inclusion, NCDs (including cancer awareness), gender-based violence prevention, and integrated community health systems strengthening. As the current strategic period comes to an end in 2026, the organization seeks to develop a new three-year Strategic Plan (2027–2029) to guide its programming, partnerships, institutional growth, and sustainability efforts. The new strategy will align with among other strategies including; Zambia’s National Health Strategic Plan, 8NDP, Relevant global health priorities (e.g., SDGs), donor and partner frameworks and emerging health system challenges and opportunities.
Access to Health Zambia therefore seeks to engage a qualified consultant/firm to facilitate the development of a comprehensive, evidence-based, and actionable Strategic Plan.
2. Purpose of the Assignment
The purpose of this consultancy is to facilitate the development of a participatory, inclusive, results-oriented comprehensive Three-Year Strategic Plan (2027–2029) that will:
- Define the organization’s strategic direction
- Clarify priorities and measurable outcomes
- Strengthen institutional capacity and sustainability
- Provide a clear implementation and monitoring framework
3. Objectives of the Consultancy
The consultant will:
1. Define/refine vision, mission, core values, strategic goals, objectives, key result areas, and Theory of Change (ToC).
- Conduct a situational and organizational analysis
- Review performance of the previous strategic plan
- Facilitate stakeholder consultations
- Identify strategic priorities for the next three years
- Develop a results framework with clear KPIs
- Develop an implementation roadmap and M&E framework
- Propose a resource mobilization strategy
4. Scope of Work
The consultant will undertake the following tasks:
4.1 Inception Phase
- Hold inception meetings with Management and Board
- Review key documents (previous strategy, annual reports, financial reports, donor agreements, policies)
- Develop an inception report outlining methodology, tools, timeline, and stakeholder engagement plan
4.2 Organizational and Context Analysis
- Conduct SWOT analysis (Strengths, Weaknesses, Opportunities, Threats)
- Conduct PESTLE analysis (Political, Economic, Social, Technological, Legal, Environmental)
- Analyze Zambia’s health sector landscape and funding environment
- Assess internal governance, systems, human resources, and financial sustainability
- Ensure alignment with equity, gender, disability inclusion, climate resilience, and sustainability principles.
4.3 Stakeholder Consultations
- Conduct interviews and focus group discussions with:
- Board members
- Management and staff
- Partners and donors
- Beneficiaries/community representatives
- Government stakeholders (where relevant)
- Facilitate at least one strategic planning workshop
4.4 Validation and Finalization
- Present draft strategy to management and board
- Facilitate validation workshop
- Incorporate feedback
- Submit final Strategic Plan (print-ready and editable formats)
5. Deliverables
The consultant will provide:
- Inception Report (methodology, work plan, timeline) within 1–2 weeks of contract signing
- Situational Analysis Report
- Draft Strategic Plan 2027–2029 (incorporating feedback
- Results Framework & M&E Plan
- Resource Mobilization Strategy
- Final Strategic Plan (20–40 pages including visuals)
- PowerPoint presentation for Board approval/staff dissemination
6. Duration of the Assignment
The consultancy is expected to last approximately 8–12 weeks.
7. Consultant Qualifications
The consultant/firm should demonstrate:
- Advanced degree in Public Health, organisational development, Development Studies, Strategic Management, or related field
- Minimum 7–10 years’ experience in strategic planning
- Experience working with NGOs and/or health sector organizations
- Knowledge of Zambia’s health system (MoH priorities, UHC, HIV/NCDs, maternal/child health)
- Strong facilitation and stakeholder engagement skills
- Demonstrated experience in developing results-based frameworks.
- Proven track record developing strategic plans for health-focused NGOs (samples required).
