I. BACKGROUND
Pact, a non-profit organization headquartered in Washington, DC, is implementing the Department of State Zambia Integrated HIV and Health Activity (Zambia Integrated Health Activity) under funding from the U.S. Department of State through the President’s Emergency Plan for AIDS Relief (PEPFAR). The Activity supports PEPFAR’s 95-95-95 goals and broader U.S. Government health priorities by delivering integrated, high-quality HIV and Maternal, Newborn, and Child Health (MNCH) services across supported provinces in Zambia.
Zambia Integrated Health provides both direct service delivery and targeted technical assistance to strengthen national and sub-national health systems. The Activity works at both health facility and community levels to improve access to client-centered, evidence-based, and high-impact HIV and MNCH services, with a focus on sustainability, integration, and improved health outcomes for vulnerable and hard-to-reach populations.
The purpose of this Request for Quotation (RFQ) is to engage the services of a qualified bulk mobile payment service provider to support efficient, secure, and auditable electronic payments in accordance with the requirements /Technical Specifications outlined below. The selected service provider will support program implementation by enabling timely disbursement of payments to eligible recipients while ensuring compliance with applicable financial controls, donor requirements, and Zambian regulatory frameworks.
