VVOB – education for development is an international non-profit organisation with over 40 years’ experience in strengthening the quality of education systems in Africa, Asia and South America in close partnership with ministries of education and their institutions. As VVOB establishes a new country office in Malawi for the SCALE programme, strong interim leadership is required to ensure seamless coordination, continuity, and structured transition to a fully staffed, Malawi‑based team. The SEA consultancy will provide high‑level technical expertise on foundational learning, with a strong focus on pre‑literacy and pre‑numeracy, early‑grade instruction, structured pedagogy, and materials evaluation to ensure the SCALE remediation package is technically sound, scalable and ready for government validation.
Key Responsibilities:
- Lead expert review of S1–S4 literacy and numeracy TLMs with a priority on pre‑literacy and pre‑numeracy gaps.
- Support development and iteration of evaluation tools (trainer, teacher, student, mentor, classroom observation).
- Participate in training cycles (national, master trainer, mentor, teacher) to evaluate how materials translate across the cascade.
- Lead synthesis of feedback data during July and September consolidation phases.
- Produce evidence-based recommendations and revision notes for 2027 materials redevelopment.
- Participate in validation phases (December 2026).
Desired Qualifications and Experience:
- Master’s degree in Education, Early Childhood Education, Curriculum & Instruction, Foundational Literacy/Numeracy, Applied Linguistics, Educational Psychology, or related field.
- Minimum 8–10 years of experience in early-grade foundational learning (S1–S4), with expertise in literacy AND/OR numeracy.
- Proven experience evaluating, designing or revising teaching and learning materials, ideally in LMIC contexts.
- Demonstrated experience with structured pedagogy, early-grade assessment, and instructional design.
- Experience training master trainers/mentors/teachers at scale.
- Experience designing or supporting pre‑literacy and pre‑numeracy instruction (critical requirement).
- Experience working in Sub-Saharan Africa; Malawi experience is a strong asset.
