Brilliance Executive Management Consultancy Limited (BEMCONSULT) has been engaged by the Zambia Chartered Institute of Logistics and Transport (ZCILT) to assist in identifying and recruiting a seasoned Transport and Logistics Executive.
Job Purpose
The Chief Executive Officer / Registrar shall be the principal executive and accounting officer of the Institute, responsible for the day-to-day management and implementation of the Institute’s mandate as provided in the Act. The CEO shall report to the Council/Board and ensure effective delivery of the Institute’s core functions.
Summary of Key Responsibilities:
- Implement the provisions of the Act and Council resolutions.
- Develop and execute the Institute’s strategic plan.
- Advise Council on policy, regulatory, and operational matters.
- Ensure compliance with all statutory and governance requirements.
- Serve as secretary to Council by the Act
- Develop frameworks for accreditation of logistics and transport training institutions.
- Establish minimum curriculum standards for professional programs.
- Ensure alignment of training programs with industry needs and international standards.
- Develop and oversee professional examinations and certification schemes.
- Establish Continuing Professional Development (CPD) requirements.
- Ensure mandatory CPD compliance for licensed practitioners.
- Facilitate partnerships with universities, colleges, and international bodies.
- Institute mechanisms for monitoring training quality and compliance.
- Conduct audits of accredited institutions.
- Establish and maintain a register of licensed professionals.
- Ensure only qualified persons are authorized to practice and develop compliance monitoring frameworks.
- Supervise inspections of firms and practitioners.
- Facilitate investigation of complaints and misconduct.
- Promote ethical practice and professional accountability.
- Collaborate with law enforcement and relevant authorities on illegal practice.
- Represent the Institute in national and international forums.
- Foster collaboration with regional and global professional bodies.
- Mobilize research grants and technical assistance funding.
- Develop income-generating assets (training centers, consultancy services).
- Explore investment opportunities aligned with the Act.
- Oversee the recruitment, supervision, and appraising of staff.
- Promote a culture of professionalism and accountability.

Qualifications and Experience
- Degree in Logistics/Transport/Supply Chain/Legal/Engineering or related field.
- Master’s degree in Logistics, Transport Management, Supply Chain Management, Legal, Business Administration as an added Advantage
- Certification in corporate governance or regulatory compliance will be a plus.
- Must have at least 8 years of relevant post-qualification experience in Logistics and Transport Management with a minimum of 5 years at senior management.
- Work experience at a senior management level with a professional body/institute aligned to Logistics/Transport/Supply Chain Management will be a plus.
- Must demonstrate experience in:
- Regulatory enforcement or professional body administration.
- Training coordination, accreditation, or academic quality assurance.
- Revenue generation, financial management and institutional sustainability
- Strong knowledge of professional regulation frameworks.
- Must have understanding of education and training accreditation systems.
- Must be a member of the Zambia Chartered Institute of Logistics and Transport (ZCILT)
