Local Consultancy: Baseline Survey (Energy Skills for Youth Project

Comundo has been active in Zambia since more than four decades, working in close cooperation with a diverse network of partners. The focus of the country programme in Zambia lies on basic- and vocational education (Technical Education, Vocational and Entrepreneurship Training TEVET) with the overall goal of contributing to inclusive quality education (SDG 4). Within this context, Comundo – in collaboration with multiple partners implements the project “Energy Skills 4 Youth (ES4Y): Competency-based vocational skills development in the (solar) energy sector to improve the livelihoods of disadvantaged youth”.
Your activities/tasks
As a consultant to conduct the baseline survey for the energy skills for youth project, you will contribute to the collection of data about solar skills and analysing it in selected VTIs of Lusaka, Copperbelt and Central Provinces. You will collaborate with the Project Manager ES4Y, national and international advisors as well as further key stakeholders, including government bodies and vocational training centres and energy-sector partners. Exact percentages and duration can be adapted depending on tasks and availability. This consultancy offers a unique opportunity to drive meaningful change across education, energy, and development sectors.
Your key responsibilities include
· Design appropriate tools for data collection.
· Conduct field data collection in Lusaka and Copperbelt provinces targeting
· Baseline Report
· Suggested indicators for tracking progress.
· Analyze data and present findings in line with the project’s Results Framework Conduct
Your profile:
Qualifications: Degree in Education / Development Studies / Project Management/ Monitoring and evaluation or related fields.
Experience: Several years of professional experience in monitoring and evaluation.
Skills: Strong social and organisational skills, flexibility and adaptability, collaboration and networking skills. Digital proficiency and good written and verbal communication skills in English are required.
Personal Attributes: Independent and team-oriented, self-motivated, open to try out new things and methods, with a willingness to travel within and beyond Lusaka (if needed).
