Terms of Reference: ZRCS Property Title Acquisition Exercise 2025
Activity
To carry out the Title Acquisition and ownership documentation services for ZRCS properties
Background
ZRCS Management would like to engage a land specialist and consultant to help the NS obtain documented proof of ownership for its various building structures across the country. This exercise will be carried out with the support of the Netherlands Red Cross under the Organisation Development Support Framework. The exercise aimed at updating the NS’s records and later valuating these buildings and land allotments for incorporation into the NS’s central financial system.
Objectives of the verification exercise
The main objectives of the verification exercise are as follows:
- To ensure that ZRCS’s property across the country are well documented with proper proof of ownership.
- To incorporate all properties across the country in the NS‘s financial system
- To ensure the NS’s proper and complete utilization of all its properties
- To enhance the image and visibility of the NS among partners and other humanitarian actors.
Scope of the Exercise
Below is a status tabulation of the properties showing those for which Title has been acquired, those awaiting processing of Title, and the outstanding properties which shall be the main focus in this phase:
All the pending properties are to be considered for processing under the localization project. The properties will be split in two (2) portfolios each with a dedicated consultant. Below is a tabulation of the properties to be considered for processing and Title verification and the portfolio.
Profile of required Consultant
The successful Consultant shall satisfy the bidding requirements in their application for consideration as will be determined by the ZRCS Logistics department. The required consultant will also be required to demonstrate the following;
- Experience in property conveyancing and Title acquisition processes
- Demonstrated experience working with Ministry of lands in processing various property documentation for their clients.
- Can be a firm specialized in property acquisition and conveyancing or a qualified individual with experience in the same.
Bid submission
Bids must be submitted in sealed envelopes and delivered in the tender box at:

on or before Monday 8th December, 2025 at 5:00 P.M. Local time.
Any Bid received by ZRCS after the deadline for submission of Bids or non-sealed will be disqualified from evaluation.
Companies presenting incomplete documents will be excluded from the bidding process.
Any inquiry is only permitted in writing and up to two days before the deadline for the submission of the proposal. The answer will be sent by e-mail to all the bidders in a circular letter.
It is not permitted that local companies (registered in the country of the project) appear as joint-ventures or associate partners in more than one application.
Bids shall remain valid for a period of 60 days after the date of Bid opening.
