TERMS OF REFERENCE (TOR)
Consultancy Services for introducing sustainable farming to promote climate resilience among small holder farmers.
- BACKGROUND
AHDI is a registered Zambian Organization, empowering children with cerebral palsy and others with allied conditions through healthcare, inclusive education and community support. AHDI is implementing a project in Kafue Rual called “introducing sustainable farming to promote climate resilience among small holder farmers”. The project is supported by International Climate Initiative (IKI). In this regard, AHDI is looking for a consultant to help build capacity in its board members, staff and volunteers in organizational governance, accountability and networking as well as Gender mainstreaming.

TOR 1: Organizational governance accountability and networking training (Consultant)
Target audience: AHDI Board members.
2.PURPOSE AND OBJECTIVE
Overall objective: To enhance board members' understanding of organizational governance, accountability practices, and effective networking strategies and to strengthen their leadership and oversight capabilities.
Specific objectives: The training should enable board members to:
- Understand modern principles and best practices of corporate/ organizational governance.
- Define and apply key governance roles, rights and responsibility of the board and management.
- Strengthen mechanisms for internal and external accountability and transparency.
- Identify governance and ethical risks and design affective mitigation strategies
- Develop strategies for effective stakeholder engagement and partnership development.
- Acquire practical skills for effective networking and relationship building.
3.SCOPE OF WORK
The scope of work will include:
- Develop a detailed and comprehensive training schedule.
- Facilitate an interactive and participatory training session.
- Develop a post training assessment to measure the knowledge gained by board members.
- Provide practical tools and resource to support board members in applying these skills within the organizations.
4. KEY DELIVERABLES
- Develop a detailed training programme.
- Provide Pre and post training evaluation forms and summary analysis.
- Write a detailed report for the training, including lessons learnt, challenges and recommendations.
Timeframe/ duration
3-day workshop.
5.METHODOLOGY
The workshop should be highly interactive and utilize adult learning principles. The proposed methodology should include a blend of:
- Expert presentation
- Case studies and scenario analysis
- Group exercises and practical sessions
- Self-assessment tools.
NOTE: The consultant is also encouraged to develop / propose a detailed methodology in their technical proposal.
6.QUALIFICATIONS/ EXPERIENCES OF THE CONSULTANT.
- An advanced bachelor’s degree in governance, public administration and policy, Accountability and ethics, Organizational development and management or any related field.
- Minimum of 5 years' experience in organizational governance and capacity building for board members, CSOs or similar entities.
- Proven experience in developing a training curriculum and facilitating participatory trainings and workshops.
- Excellent writing, interpersonal, communication and facilitation skills.
TOR 2: Gender Main streaming training.
Target audience: AHDI staff and volunteers.
- PURPOSE AND OBJECTIVE
Overall objective: To gain insights into integration of gender perspectives in all aspects of project planning, implementation, and evaluation to promote gender equality and empower women and men equally.
Specific objectives: The training should:
- Enable participations to clearly define and understand key gender concepts and vocabulary.
- Enhance participants understanding of the national, regional and international legal and policy frameworks related to gender equality.
- Build practical skills in applying gender analysis and using gender mainstreaming tools in project/ programs design, implementation, monitoring and evaluation.
- Foster an inclusive and gender sensitive work environment.
- Identify strategies for the advocacy and capacity building in promoting gender inclusiveness in workplaces.
2.SCOPE OF WORK
- Core gender concepts and gender-based violence awareness.
- Gender analysis tools and methodologies
- Gender sensitive budgeting and data collection (gender -disaggregated data)
- Integrating a gender perspective into the project cycle management (planning and implementation)
3.METHODOLOGY
The training should be participatory, interactive and competency based, potentially involving a mixture of:
- Presentations,
- Group exercises and discussions
- Self-assessment tools
4.DELIVERABLES
- Write a detailed report summarizing the training, key outcomes, lessons learned and reaccommodation for follow up workshops.
- Conduct a 3-day training for the volunteers and staff members.
- Develop a detailed training plan and customized training material.
Time frame /Duration
The workshop will run for 3 working days.
5.REQUIRED EXPERTISE AND QUALIFICATIONS
Bachelor’s degree in social sciences, gender studies or any related field.
- Demonstrated 3 years minimum professional experience in gender analysis, development and mainstreaming.
- Proven experiences in designing and facilitating gender equality training for diverse adult audiences.
- Excellent communication, facilitation and report writing skills.
6.BUDGET AND FINANCIAL PROPOSAL
Interested consultants should submit a detailed technical and financial proposal as outlined in the TORs above. The financial proposal should include a breakdown of all costs, including consultancy fees and other associated expenses. The Consultant will be paid 50% of the fees upon signing of the contract and sending an invoice. The remaining 50% of the fee will be paid upon satisfactory submission of the final deliverable as approved by AHDI and a final invoice. Thus, payment shall be made upon satisfactory completion of agreed deliverables, in accordance with AHDI’s financial and procurement procedures and policy.
7. ETHICAL STANDARDS AND SAFEGUARDING GUIDELINES.
The consultant shall adhere to principles of confidentiality, informed consent, non-discrimination, and safeguarding guidelines. The consultancy shall be conducted in line with human-rights-based, gender-transformative, and disability-inclusive principles.
8.REPORTING FORMAT AND COORDINATION
The consultant shall report to the AHDI Executive Director or designated Project officer. All deliverables shall be submitted electronically in agreed formats.
9. APPLICATION PROCEDURE.
Interested consultants are to submit:
- A detailed technical proposal outlining their understanding of the TORs, proposed methodology and work plan and all required deliverables.
- A comprehensive financial proposal
- Curriculum Vitae (CV)
- References of similar work previously undertaken
- At least two references from similar assignments.
10. PROPOSAL GUIDELINES
The proposals must be clearly marked in the subject line as “Governance TORs” and “Gender TORs” and submitted in the following format:
- The proposals must be submitted in TWO (2) separate attachments.
- One will be marked “Detailed technical proposal” which will contain your proposal on all technical related aspects as covered, prescribed and requested for in the ToR.
- The second attachment will be marked “Financial Proposal” which will contain your detailed and comprehensive financial offer indicating number of days proposed to be spent on the workshop with your daily rates, and all-inclusive total price for the whole workshop/ training.
- Your offer must be clearly marked for easy identification (same as ToR’s description),
- AHDI will not be held responsible if your offer could not be identified.
- Your offer must be on a letterhead of your company, contain your company name, contact details and address, relevant contact person.
- Your offer must contain a date on which you are submitting your offer.
- Your offer must indicate an excluding VAT price and an including VAT price (if applicable).
- Your offer must be valid for a minimum period of 30 days from the closing date of this ToR.
- Your offer must be submitted in a PDF / read-only Word format and signed by an authorised representative.
- Your proposals must be submitted as per above requirements via email to ahdizambia@gmail.com on or before the closing date of 18th January 2026.
