Good Neighbors Zambia (GNZ), established in 2012, implements Community Development Programs in the areas of education, health, child protection, water and sanitation, income generation, and humanitarian response. GNZ is committed to creating an environment where children’s rights are protected, and communities achieve sustainable development through empowerment, leadership, and local ownership.
Position Details
Position Title: Project Officer - Construction
Location: Lusaka - Head Office, Chongwe, and Field locations
Contract
Duration: One-year contract (renewable subject to funding availability, employee performance, and mutual agreement)
Reporting Line: Field Manager
Purpose of the Position
- The Project Officer - Construction is responsible for the technical assessment, planning, supervision, quality control, and monitoring of infrastructure-related activities of Good Neighbors Zambia and KOICA Project within the GNZ program.
- The role focuses on the construction, rehabilitation, operation, and maintenance of climate-resilient infrastructure, including irrigation systems, solar pump facilities, and grain storage facilities.
- The position ensures that all infrastructure works are implemented in accordance with the approved technical designs, environmental and safety standards, donor requirements, organizational policies, and GNZ guidelines. The Infrastructure Officer also supports procurement, contractor supervision, preventive maintenance planning, troubleshooting, and capacity building of farmers and the community operators to promote local ownership and long-term sustainability of project infrastructure.
Key Duties and Responsibilities
1. Technical Assessment, Planning, and Infrastructure Design Support
- Conduct technical assessments for irrigation systems, solar pump facilities, storage warehouse facilities, and other project-related infrastructure.
- Identify infrastructure needs, site conditions, technical risks, and climate-resilience requirements in coordination with project staff and local stakeholders.
- Review technical drawings, bills of quantities, specifications, and work plans to ensure alignment with project objectives.
2. Construction Supervision and Contractor Management
- Supervise infrastructure construction, rehabilitation, and installation activities at project sites.
- Monitor contractors, technicians, and service providers to ensure compliance with approved specifications, timelines, environmental standards, and safety requirements.
- Conduct regular site inspections and verify the quality and progress of construction works.
- Report delays, defects, risks, or non-compliance issues and recommend corrective actions.
3. Operation, Maintenance, and Technical Troubleshooting
- Develop preventive maintenance plans for irrigation, solar pumping, and grain storage infrastructure.
- Identify and troubleshoot mechanical, structural, or operational issues in infrastructure systems.
- Support the proper operation and maintenance of solar pumps, irrigation systems, and grain storage facilities.
4. Procurement Support, Material Quality Control, and Compliance
- Support procurement processes for construction materials, equipment, tools, and technical services.
- Review quotations, technical specifications, delivery notes, invoices, and procurement documents related to infrastructure activities.
- Ensure that procured materials and equipment meet required quality standards and project specifications.
- Verify delivery, installation, and use of materials to ensure value for money, transparency, and compliance with donor and GNZ guidelines.
5. Training, Community Capacity Building, Monitoring, and Reporting
- Develop and deliver practical training for farmers, community operators, and maintenance groups on the use and maintenance of solar pumps, irrigation systems, and grain storage facilities.
- Promote local ownership by engaging community structures in infrastructure operation, maintenance, and sustainability efforts.
- Develop monitoring tools to track infrastructure progress, quality, functionality, risks, and maintenance needs.
- Contribute to progress reports, technical documentation, risk assessments, and documentation of best practices.
Other Duties
- Perform any other duties assigned by the Field Manager or Project Manager.
Qualifications and Experience
Applicants must meet the following minimum requirements:
- Bachelor's Degree in Civil Engineering, Agricultural Engineering, Construction Management, Water Engineering, Infrastructure Development, or a related field.
- Registered member of a relevant professional body.
- Minimum of three (3) years of relevant experience in infrastructure development, construction supervision, irrigation systems, solar pumping systems, or related technical fields.
- Demonstrated experience in contractor supervision, quality control, and project implementation.
- Knowledge of infrastructure design, construction standards, maintenance planning, and climate-resilient infrastructure.
- Strong understanding of procurement processes and technical evaluation of construction materials and services.
- Proficiency in Microsoft Office applications, particularly Excel, Word, and PowerPoint.
- Excellent report writing, communication, and interpersonal skills.
- Ability to work independently and travel extensively to field locations.
