Background
SOS Children’s Villages Zambia is an independent, non-governmental social development organization that enables children to grow up in a loving home with parents or caregivers.
In Zambia, SOS Children’s Villages operates in four locations: Lusaka, Livingstone, Chipata, and Kitwe. The organization owns and manages various properties, including residential houses and social amenities such as schools, clinics, sports fields, and related infrastructure.
SOS Children's Villages Zambia hereby invites eligible and qualified firms to participate in the following procurement opportunities:
LOT 1 REQUEST FOR PROPOSALS (RFP): Property Management and Real Estate Agency Services
2. Objective
Our objective is to identify and appoint a competent firm to maximize property occupancy, improve rent collection, coordinate maintenance, protect assets, comply with tenancy laws and provide timely reporting.
3. Property Portfolio Summary
• Residential Houses: 74
• Commercial Properties:2 Office Blocks with 3 offices and 1 Hall for Hire
• Schools: 1 (Kindergarten)
• Clinics: 2
• Approximate Annual Rental Income: ZMW 3,531,600 (2025-2026 estimates)
• Current Occupancy Rate: 15.2%

4. Eligibility Requirements
a. Copy of Business Registration Certificate (PACRA Certificate of Incorporation)
b. Valid Tax Clearance Certificate
c. Company Profile
d. Registration with the Zambia Institute of Estate Agents (ZIEA),
e. CVs of key personnel
f. Proof of registration as a Real Estate Agent or Property Manager
g. Minimum of five (5) years’ proven experience in real estate agency or property management services with at least 3 traceable references.
h. Demonstrated knowledge of the rental/property market in Lusaka, Livingstone, Chipata and Kitwe
i. Evidence of strong negotiation, communication, and stakeholder management skills
j. Demonstrated ability to work independently with minimal supervision
k. Knowledge of Zambian real estate laws, tenancy regulations, and lease administration
l. Confirm that you or your directors are not in bankruptcy proceedings or winding up processes
m. Confirm that no conviction for professional misconduct, fraud, corruption, insolvency exist
n. Confirm that no use of child labour or forced labour exist.
o. Confirm that conflict of interest does not exist
p. Confirm that no misrepresentation of information exists
5.Scope of Services
Tenant management, lease administration, rent collection, property maintenance, inspections, financial reporting and advisory services.
6.KPIs
Occupancy ≥95%; Rent Collection ≥95%; Monthly reports by 5th working day of month: Emergency response within 24 hours; Quarterly inspections.
7. Proposal Requirements
Technical proposal: company profile, methodology, work plan, team, experience, references and sample reports.
Financial proposal: commissions, fees, VAT status and reimbursable expenses.
8. Compensation
Commission-based engagement. Bidders to propose management commission, leasing commission and any additional professional charges.

SOS Children’s Villages Zambia invites Expressions of Interest (EOI) from qualified and experienced property developers, investors and development consortiums to partner in the financing, design, development, operation and maintenance of strategically located land parcels under a Design–Finance–Build–Operate (DFBOT) model.
